International cooperation in higher education.
Higher education system. By the Decree of the President of February 1992, eight regional pedagogical institutes were given the status of a university. In March 1992, Andijan, Bukhara, Termez, Urgench and Karshi State Universities were established on the basis of regional pedagogical institutes. Dozens of new universities were organized in the most modern specialties: the University of World Economy and Diplomacy, the Navoi Mining and Metallurgical Institute, the Military Academy under the Ministry of Defense, the Academy of Internal Affairs under the Ministry of Internal Affairs, the Banking and Finance Academy. Tashkent State College of Electrical Engineering and Communications was transformed into an institute. In 1993, special scholarships were introduced for undergraduate and graduate students. Tashkent State Agrarian University, Andijan and Samarkand Agricultural Institutes, Karshi Engineering and Economic Institute, Tashkent Institute of Irrigation and Agricultural Mechanization have been opened to train highly qualified specialists with modern knowledge. At the same time, the experience of developed foreign countries was used. In 1992, an experiment on admission to universities based on testing was conducted in 6 universities of the country. In 1993, 19 out of 46 institutions of higher education were piloted. In 1994, the State Testing Center was organized and admission to universities on a test basis was introduced. Since 1996, contract-contractual tuition fees have been introduced for higher education. In accordance with the Law of 1997 "On Education", a transition was made from 5-year higher education to a two-tier system consisting of a 4-year bachelor's degree and a 2-year master's degree. According to the decree of the President of 2013 "On measures to further improve the system of training legal personnel", the law institute was transformed into a university, in 2014 the Tashkent State Dental Institute appeared. Fundamental reforms have also been carried out in the field of advanced training of personnel in institutions of public education, secondary specialized vocational education, and institutions of higher education. In accordance with the Presidential Decree adopted in 2015 "On measures to further improve the system of training and retraining of managerial and pedagogical personnel", 15 leading institutions of higher education became the basis for the retraining of teachers. International cooperation in higher education. As a result of reforms in the education system in our country, branches of a number of foreign universities have been opened. These are branches of the British International University of Westminster, the Lomonosov Moscow State University in Tashkent, the Gubkin Russian University of Oil and Gas, the Singapore Institute for Management Development, and the Turin Polytechnic University.
