  1. Reform of the education and training system.

The education system in the first years of independence. The education system is the most important basis for cultural and spiritual development. Without the training of qualified personnel with knowledge of modern science and technology, the achievements of technology, it is impossible to achieve the progress of society. On July 2, 1992, the Law "On Education" was adopted in Uzbekistan. This document notes the basic principles of state policy in the field of education, clearly indicates the duties and responsibilities of the education system, its management staff, and teaching staff. In the early years of independence, more than 10,000 public education workers privatized state homes free of charge, and more than 22,000 workers were given free housing at the disposal of organizations and institutions. More than 50,000 teachers were allocated land for individual construction. All teachers living in rural areas were exempt from paying utility bills. and city teachers were exempted from utility bills by 50%. Subsequently, such benefits for utilities were replaced by the payment of compensation to the monthly salary.
On the basis of the Act of 1992, general education began to be carried out in the following stages:

  1. Stage – primary education (grades 1–4);

  2. Stage – basic (basic) school (grades 4-9);

  3. Senior high school stage (grades 10-11);

According to the resolution of the Oliy Majlis of the Republic of Uzbekistan, adopted in December 1996, October 1 was declared the Day of Teachers and Mentors, a public holiday.
In Uzbekistan, everyone is guaranteed equal rights to receive an education, irrespective of their sex, language, age, ethnic or ethnic affiliation, attitude to religion, social origin, type of service, social status or place of residence.
National Training Programme. Education policy is reflected in the Education Act (revised on 29 August 1997) and the National Training Programme.
Starting from the 1996-1997 academic year, education from the first grades of schools began to be conducted on the basis of the Latin script. To do this, we created the necessary programs, manuals and textbooks. The national training program was implem ented on the basis of reforms in 3 stages. At the first stage - in 1997-2001, regulatory, legal, scientific, methodological, financial and material conditions were created for the implementation of the program. For these purposes, the state spent an additional 65 billion soums. In the second phase (2001-2005), the national programme was implemented on a large scale.
The third stage lasts until now. At this stage, the results achieved through the implementation of the National Training Programme and the experience gained were summarized, and on this basis the education system of our country was improved. Since 2009, compulsory full 12-year education has been introduced in the republic.
9-year general secondary education is aimed at creating the foundations of literacy, the formation of knowledge and skills necessary for secondary education. Children from 6-7 years of age are accepted in the first grade. General secondary education lays the foundation of knowledge, develops independent thinking, organizational skills and practical experience skills, creates the foundation for choosing a preliminary professional direction and the next stage of education.
On the basis of the Presidential Decree of 2004, the State National Program for the Development of School Education in 2004-2009 was adopted. Many new schools were built, existing ones were overhauled; training laboratories in the exact and natural sciences were equipped with the necessary equipment.
In general secondary education, new curricula and state educational standards have been created at all its stages. School textbooks have been completely updated and supplemented with scientific and practical achievements. The creation of multimedia educational literature was initiated. Material and technical support of about 10 thousand schools operating in the Republic is carried out at the expense of the state.
