The nature of budget system

As a legal category, the state budget is the main financial plan, a legal document, developed and approved by the central and relevant local authorities and executive bodies, providing for the formation, distribution and targeted use of the centralized fund of funds. As a legal document, the state budget in the Republic of Uzbekistan is drawn up, reviewed, approved and implemented for each financial year in the manner and within the time limits established by the legislation.

Functions of the state budget

Economists of different eras and different schools have different approaches to explaining the functions of the state budget. For example, in the textbook "State budget" co-authored by T.Malikov and N.Khaidarov, the functions of the state budget are described as follows: "The state budget, as a component of finance, performs two different functions, like its other departments:
• 1) distribution
• 2) control

GDP value redistribution function

• The value of GDP and NI created in the society through the stage budget is redistributed due to the need to meet the general needs of the society.

The function of regulating and managing the economy

• Through the stage budget, economic prosses and regulated, economic sectors and centralized investment and financed,distribution rations between economic entities and the stage are determined.

Social function

• Social cervices guaranted by the stage, social needs of the society are financed through the stage budget.

Control function

• Inflow of funds into the budget, use of the budget allocations, observance of budget discipline, economic financial activities of budget recipient are monitored.
