& 136-1. License Required. No person shall keep, hire or use for hire or pay, or cause to be kept or used for hire or pay, any motor vehicle or limousine utilizing the Township of East Brunswick as a place of business or place of garaging as expressed in N.J.S.A. 48:16-13 et seq. without having first obtained a license for that purpose from the Township Clerk for such limousine or livery, which license shall be known as "limousine license". Such license shall be for a term of one (1) year and shall be renewable annually and shall be non-transferable.
A. The fee for a limousine license shall be $50.00 for each limousine service plus $10.00 for each limousine covered under the limousine service owner’s insurance policy. [Amended 3-8-10 by Ord. No. 10-04] B. The Township Zoning Officer shall inspect the place of business to verify parking area before sigining off on the limousine license. The Township Clerk shall issue a limousine license only upon satisfactory compliance by the limousine service owner with the provisions of N.J.S.A. 48:16-13 through 22, the payment of the fee described above, the submission of a current certificate of insurance and a signed statement from the Township Zoning Officer certifying that the limousine service is not operating in a residential zone. No. 10-04] The limousine license shall be in writing, numbered, in triplicate, signed by the Township Clerk on a form provided by the Municipality, and shall contain the following information: 1. Name, business address, and business telephone number of the limousine service owner. [Amended 3-8-10- by Ord. No. 10-04] 2. Make, model, year, registration number, and license plate number of each vehicle owned or controlled by the applicant. [Amended 3-8-10- by Ord. No. 10-04] 3. The name of the company providing insurance coverage, the number, and the expiration date of the policy. [Amended 3-8-10- by Ord. No. 10-04] 13601
-10 & 136-4 EAST BRUNSWICK CODE & 136-6 & 136-4. By Whom License is Issued. Licenses for limousines and liveries or any renewal thereof shall be issued by the Township Clerk and no approval of the Township Council shall be required.
One copy of the limousine license shall be retained by the Township Clerk, and one copy shall be filed with the New Jersey Motor Vehicles Commission. The limousine service owner shall receive the original license which shall be displayed at the business address of the limousine service at all times.
Any person or persons, firms, corporations, or other organizations found to be in violation of any of the provisions of this article shall upon conviction thereof in Municipal Court, in addition to the penalties provided by N.J.S.A. 48:16-22, pay a fine of not less than $50.00 and no more than $100.00 for the first offense and for each subsequent offense shall, upon conviction, pay a fine not to exceed five hundred ($500.00) dollars. Upon failure to pay such fine, such person shall be liable to imprisonment for a term not to exceed thirty (30) days. 13602

As used in this chapter, the following terms and their derivatives shall have the meanings indicated: 13701
& 137-1 EAST BRUNSWICK CODE & 137-4 GARBAGE - Putrescible animal and vegetable waste resulting from the handling, preparation, cooking or consumption of food. LITTER - Garbage, refuse and rubbish as defined herein and all other waste material which, if thrown or deposited as herein prohibited, tends to create a danger to public health, safety or welfare or otherwise constitutes a nuisance.

but not limited to garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles and solid market and industrial wastes.
noncombustible wastes, such as paper, wrappings, cigarettes, cardboard, tin cans, yard clippings, leaves, wood, glass, bedding, crockery and similar materials.
No person shall sweep into or deposit in any gutter, street or other public place within the township the accumulation of litter from any building or lot or from any public or private sidewalk or driveway. Persons owning or occupying places of business within the township shall keep the sidewalks in front of their business premises free of litter.
No person while a driver or passenger in a vehicle shall throw or deposit litter upon any street or other public place within the township.
No person shall drive or move any truck or other vehicle within the township unless such vehicle is so constructed or loaded as to prevent any load or contents of litter from being blown or deposited upon any street or other public place; nor shall any person drive or move any vehicle or truck within the township, the wheels or tires of which carry out or deposit in any street or other public place mud, dirt, sticky substance or foreign matter of any kind. 13702
& 137-5 LITTERING & 137-9 & 137-5. Littering of bodies of water prohibited. No person shall throw or deposit litter in any fountain, pond, lake, stream, river or any other body of water in a park or elsewhere in the township.
No person shall throw or deposit litter on any private property within the township, whether owned by such person or not, except that the owner or person in control of private property may maintain authorized private receptacles for collection in such a manner that litter will be prevented from being carried or deposited by the elements upon any street, sidewalk, other public place or upon any private property. This section shall not apply to litter resulting from the normal course of construction of any buildings or parts thereof during the period of construction.
The owner or person in control of any private property shall at all times maintain the premises free of litter; provided, however, that this section shall not prohibit the storage of litter in authorized private receptacles for collection. & 137-8. Littering public places prohibited. No person shall throw or deposit litter in or upon any street, sidewalk or other public place within the township or on those portions of any private property that are open to the public.
No person shall bring, cart, remove, transport or collect any litter from outside this municipality or into this municipality for the purpose of dumping or disposing thereof, except in those areas that have been authorized for such purpose. 13703

As used in this chapter, the following term s shall have the m eanings indicated: FOOD DEALER - Includes every person, firm or corporation, his, her, its or their agents, servants or em ployees engaged in the business of selling, offering or exposing for sale food, at retail, for hum an consum ption, either on or off the prem ises where sold.
It shall be unlawful for any food dealer in the Township of East Brunswick, as defined in & 142-1, to sell or offer or expose for sale, at retail, any sealed, prepackaged, unprocessed or untreated fresh cut m eat or frozen m eat, unless the packaging thereof is colorless and transparent on all sides, exclusive of labeling, which labeling shall not occupy m ore than ten percent (10%) of one (1) side of said package or which fresh cut m eat or frozen m eat is layered or shingled, m aking the entire contents of said package not wholly visible. This section shall not apply to m eat com m only designated or known as "chopped m eat" or "ground m eat." & 142-3. Labeling with calendar date. [Added 11-11-74 by Ord. No. 74-14-L] A calendar date m ay be shown on labeling when declared in accordance with the provisions of this section. A. The calendar date shall express the m onth of the year and the day of the m onth for all products and also the year in the case of products herm etically sealed in m etal or glass containers, dried or frozen products or any other products that the Director of Health finds should be labeled with the year because the distribution and m arketing practices with respect to such products m ay cause a label without a year identification to be m isleading. 14201

Im m ediately adjacent to the calendar date shall be a phrase explaining the m eaning of such date, in term s of "packing" date, "sell by" date or "use before" date, with or without further qualifying phrase, for exam ple, "for m axim um freshness" or "for best quality," and such phrases shall be approved by the Director of Health as prescribed in 317.4, Federal Regulations under 21 U.S.C. & 601 and 21 U.S.C. & 45.1. & 142-4. The Director of Public Safety is authorized to issue special regulations restricting the possession and/or consum ption of all or specific types of alcoholic beverages at m unicipally sponsored or co-sponsored events, gatherings, m eetings or assem blies which are being held at public lands or public buildings, or private lands or buildings for which the Township has entered into a use agreem ent. The purpose of these regulations is to provide for the safety and welfare of the public and to ensure public order. 14501
6-86 & 145-2 EAST BRUNSWICK CODE & 145-7 & 145-2. Prohibition. It shall be unlawful to possess and/or consum e alcoholic beverages as specified in the regulations.
If the m ain entrance to the lands and/or buildings are posted with a notice prohibiting the conduct regulated under this Chapter or if a public announcem ent is m ade at the site declaring that such conduct is prohibited, this shall be considered sufficient notice of the existence of this ordinance and all regulations issued thereunder.
If circum stances warrant, the Director of Public Safety or his representative m ay issue and im plem ent regulations under this ordinance notwithstanding the fact that an event, gathering, m eeting or assem bly has already com m enced. & 145-5. Penalty. Any person who violates or aids and abets any person to violate the provisions of this article shall, upon conviction thereof, be punished by a fine of not less than Fifty ($50.00) Dollars or m ore than Five Hundred ($500.00) Dollars or im prisoned for a term not to exceed sixty (60) days, or both. ARTICLE II Special Parking and Traffic Regulations at Municipally Sponsored Events & 145-6. Purpose. The Director of Public Safety m ay issue special regulations for traffic and parking at m unicipally sponsored or co-sponsored events, gatherings, m eetings or assem blies which are being held at public lands or public buildings, or private lands or buildings for which the Township has entered into a use agreem ent. The purpose of these regulations is to provide for the safety and welfare of the public and to ensure public order. & 145-7. Regulations. Such regulations m ay provide for parking, vehicular traffic flow, pedestrian and non-vehicular traffic flow, em ergency lanes and exits and m ay prohibit the im peding of pedestrian or vehicular traffic. These regulations m ay prescribe or proscribe types and areas of use. 14502 6-86

Notice of such regulations shall be deem ed sufficient when so indicated by signs or other m echanical or electrical traffic control devices or attendants or police officers. A. Vehicles violating these regulations m ay be towed by authorization of the Division of Police. & 145-9. Relationship of this Ordinance to Title 39 of New Jersey Statutes. Nothing provided in this article shall supersede Title 39 of New Jersey Statutes to the extent that the statutes regulate pedestrian and vehicular traffic flow or parking.
