modernising the content of secondary education, and monitoring the quality 
of education” explores the ways of improving the state educational standards in 
secondary school subjects on the basis of the results of teaching quality 
monitoring, provides organizational and pedagogical substantiation of the national 
assessment system and mechanism of pupils’ academic achievements, as well as 
describes the peculiarities of the assessment of quality on the basis of the 
introduction of the national assessment system and international assessment 
technologies in secondary education establishments. 
It was revealed that the teaching quality monitoring is an important means of 
improving the state educational standards, which define the content of education as 
a separate category in the management of education quality, and it creates the 
opportunity to modernise the content of education. 
Scientific and methodological substantiation of monitoring technologies will 
allow to assess and correct the degree of formation of general and interdisciplinary

integrated competences relevant to basic and secondary school subjects 
corresponding to the age and psycho-physiological characteristics of pupils. Based 
on the urgency of the above, a technology was developed within the framework of 
the research to eliminate the factors that negatively affect the quality of education. 
As a result of the researches, an opportunity was created to analyse and 
process the state educational standards in terms of continuity and consistency, and 
compliance of academic loads with the age and psycho-physiological 
characteristics of pupils; to systematize the structural components of the state 
educational standards and improve the SES and educational programs on the basis 
of analysis. 
Within the framework of the research, we proposed a structural composition 
of a multi-level distribution aimed at creating opportunities for making 
management decisions on obtaining timely and systematic information on the 
quality of education on the basis of an automated information management system 
of teaching quality monitoring in the secondary education system (Figure 3).
