methodological foundations of development of the model of teaching quality 
monitoring, its parameters and indicators”, a model of teaching quality 
monitoring of secondary education and its system of teaching quality indicators 
were developed on the basis of modern approaches and the mechanisms of the 
organization of the process were analysed. 
According to the results of education, it was determined that the main 
functions of teaching quality monitoring are: a) systematic evaluation and 
comparative analysis of the quality of education across classes and subjects by 
means of the system of education quality indicators; b) comparison of the 
dynamics of the quality of education, definition of the conditions and factors 
affecting it; c) comparison of the results of the application of various 
pedagogical technologies, and publication of highly recognized ones; d) 
definition of the complex measures according to the results of monitoring; e) 
based on the monitoring results introducing amendments to the SES, 
educational programs and educational-methodical complexes taking into 
account the requirements related to society, science and technology 
development, etc. 
Efficient management and evaluation of the quality of education, first of all, 
are aimed at the provision of the continuity and consistency of the education, 
which is considered the most important need of the society, and the formation of 
vital principles. In short, based on the paradigm of “receiving quality education 
during the life”, conceptual model of teaching quality monitoring in educational 
establishments, education of modern individuals and competitive specialists, the 
education quality monitoring is divided into two types according to the relationship 
of vertical and horizontal management: internal (micro) and external (macro) 
monitoring. 
The pedagogical content of the concept of teaching quality monitoring in 
educational establishments is considered to be a process that allows to 
systematically observe the performance of the SES requirements by pupils
identify the factors influencing the quality of education, predict its state in the 
future, and plan measures accordingly.
