Implementation of the research results. On the basis of the developed
theoretical, methodological and practical proposals on modelling the teaching quality monitoring in the system of secondary education: the modernization quality indicators, parameters and indicators of the model providing the teaching quality and competitiveness in the system of secondary education were used in designing the structure of district (city) departments of methodological maintenance and organization of public education establishments approved by an annex to the Resolution No.52 of the Cabinet of Ministers “On improving the structure of the regional public education bodies” of 1 March 2011 (reference No.01-02 / 1-8-158 of the Ministry of Public Education of 18 May 2016). The implementation of the proposals allowed to improve the organizational structure and methodological maintenance of 210 teaching quality monitoring services functioning in the public education system; the purpose-oriented proposals to improve the professional skills of the specialists of the service of monitoring the state educational standards were used in designing the direction No.2.4 of the “Development plan of the education sector in 2013-2017” (the resolution No.4 of the Board of the Ministry of Education of 30 April 2016). The implementation of the proposals allowed to improve the professional skills of more than 2 thousand employees of the monitoring and methodological service working in the public education system, in the 61 “Methodologist’s School” on the basis of methodological need; the conceptual model of the development of competence-based state educational standards improved on the basis of the principles, levels, control and assessment system of teaching quality monitoring was effectively used in designing the skills requirements for secondary school pupils (reference No.01-02/1-8-205 of the Ministry of Public Education of 30 June 2016). As a result, improved state educational standards were designed, which fully reflect the competence system, competence levels and content formed in the process of teaching school subjects; the proposals on the mechanisms of developing and monitoring the normative and legal documents concerning the performance of teaching quality monitoring in the system of secondary education was used: in designing component 3 of the “Improvement project of preschool and secondary school education” using the free technical assistance of the “Global Grant for Education Cooperation”, which was approved by the Resolution No.371 of the Cabinet of Ministers of 30 December 2014 (certificate No.01-02/1-8-158 of the Ministry of Public Education of 18 May 2016); in ensuring the execution of the Decision No.136 of the Cabinet of Ministers of the Republic of Uzbekistan “On introducing amendments and addenda to the regulations on the procedure of state accreditation of educational institutions of the Republic of Uzbekistan” of 2 May 2016, as well as in designing the structure of the central apparatus of the Ministry of Public Education, which was approved by the Decision No.214 of the Cabinet of Ministers of the Republic Uzbekistan “On further improvement of the activity of the Ministry of Public Education of the Republic of Uzbekistan” of 27 June 2016 (certificate No.01-02/1-7-210 of the Ministry of Public Education of 4 July 2016). As a result, monitoring departments of the state educational standards of regional public education bodies (14), small groups of methodological support of the process of monitoring the state educational standards of district (city) departments of methodological maintenance and organization of educational establishments (193) were provided with information and communication technologies, monitoring of the quality of education was automated, and there was created the possibility to organise the assessment of the quality of education on the basis of a common approach; there was introduced the order of certification of the educational establishments every 9 years; scientific and theoretical conclusions on the development of teaching quality indicators and the identification of the rating of educational establishments and regional public education bodies on the basis of these indicators were used in designing the regulations and mechanisms approved by the Order No.360 of the Ministry of Public Education “On organising the knowledge competitions of the pupils of secondary education establishments on school subjects, as well as determining the rating of regional public education bodies and educational establishments” of 8 November 2013 (certificate No.02 / 1-7-210 of the Ministry of Public Education of 4 July 2016). As a result of the monitoring of the quality of education using these regulations and mechanisms, there was created an opportunity to fill in the identified gaps in pupils’ knowledge, as well as to identify 62 the factors having negative influence on education quality. Also the rating of 9400 secondary schools, 193 district (city) and 14 regional public education bodies was determined (certificate No.02/1-7-210 of the Ministry of Public Education of 4 July 2016); the proposals for introducing into practice the improved mechanism of organization of the monitoring of the quality of teaching in secondary education establishments were used in the preparation of the regulations approved by the Order No.356 of the Ministry of Public Education “On the organization of teaching quality monitoring in the system of secondary education” of 5 November 2013 (certificate No.01-02/1-7-210 of the Ministry of Public Education of 4 July 2016).
