The aim of research is improving the model of organization and
management of the monitoring of education quality in the secondary education system. Research objectives: systematizing the types of education quality monitoring, frequency of their implementation and stages on the basis of a holistic approach; improving the conceptual model of the development and implementation of state educational standards of secondary school subjects on the basis of the competence-based approach; working out scientifically substantiated proposals for improving the normative-methodological documents on monitoring the teaching quality in the system of secondary education, as well as implementing the modernised system of education quality assessment; developing the technology of determining the rating of general secondary education establishments and regional public education management departments on the basis of monitoring the quality of education; improving the electronic information management system of the teaching quality monitoring in the system of secondary education. The object of the research is the process of modelling the teaching quality monitoring in the system of secondary education. The subject of the research is the content, factors, indicators and organizational and technological system of carrying out the teaching quality monitoring in the system of secondary education. The methods of research. During the research, such investigative and analysis methods were used as pedagogical observation, comparative analysis, experiment, pedagogical monitoring, modelling, questionnaire, testing, mathematical and statistical analysis. The scientific novelty of the research is as follows: the conceptual model of developing competence-based state educational standards was improved on the basis of the system of principles, levels, control and assessment of the teaching quality monitoring; modernised quality indicators and parameters for providing the teaching quality and competitiveness in the system of secondary education were determined; the mechanisms for the development and control of normative and methodological documents on carrying out teaching quality monitoring in the system of secondary education were improved; the technology of determining the rating of educational establishments and regional public education bodies was worked out; the proposals for creating an electronic information system of the teaching quality monitoring in the system of secondary education were substantiated and their technical specifications were worked out.
