Relevance of the research to the priority areas of science and technology
development of the republic. This dissertation research was performed according to the priority directions of science and technology development of the republic I. “Spiritual, moral and cultural development of a democratic and legal society, the formation of an innovative economy.” Review of international researches on the topic of the dissertation. 3 The scientific researches on monitoring the quality of education are being conducted in the leading research centres and higher educational institutions of the world, including: the UNESCO organization for the arrangement of monitoring of the education quality in Asia and the Pacific (Thailand), International Association for the Assessment of Educational Achievements (the United States), Educational Policy Committee of the International Organization for Economic Cooperation and Development (France), National Institute for Educational Policy Research (Japan), Korean Educational Development Institute (South Korea), Learning Quality Assessment Centre (Russia) and the Republican Education Centre (Uzbekistan). As a result of the researches carried out in the world on organizing teaching quality monitoring, a number of research results were obtained, including: assessment systems were defined in the secondary schools of the countries of Asia and the Pacific (the UNESCO organization for the arrangement of monitoring of the education quality in Asia and the Pacific); there were developed the technology for monitoring the quality of teaching mathematics and sciences on an international scale (TIMSS), and a program for assessing the academic achievements of primary class leavers in reading and mother tongue subjects (PISA) (International Association for the Assessment of Academic Achievement, Boston); the requirements for the development of testing materials of pedagogical monitoring were improved (Educational Policy Committee of the International Organization for Economic Cooperation and Development); the content of pedagogical monitoring was improved on the basis of methodologies for identifying the factors having influence on the technologies of monitoring the quality of education (National Institute for Educational Policy Research); the ways of improving the diagnostics of education quality were identified based on automated e-learning program of monitoring the education quality (Korean Educational Development Institute); the conception of education quality monitoring was substantiated theoretically and methodologically (Learning Quality Assessment Centre); a system of basic learner-centred competences was worked out (Republican Education Centre).
