INTRODUCTION (annotation of the doctoral dissertation) 
Topicality and relevance of the theme of the dissertation. In developed 
countries, education is recognized as the main power for sustainable development, 
and “the process of assessing the education quality, improvement of its means, and 
implementation of the mechanisms allowing to identify the achieved results” were 
defined as urgent tasks in the new concept of education intended up to 2030 by 
international organizations, as well as most countries of the world.

In Uzbekistan, starting with the first days of independence, there has been 
systematically carried out the work on the development and implementation of a 
new democratic concept of education aimed at providing all the people with equal 
rights for free choice of getting general education, occupation and corresponding 
specialized training, and based on it the priority areas have been determined for 
educating the rising younger generation as intellectually developed individuals 
having highly spiritual and deep knowledge, being able to master modern 
technologies, as well as having an active civil position.

Based on these conceptual 
ideas and the Laws of the Republic of Uzbekistan “On education” and “On the 
National program for personnel training” the legal framework of the education 
system was created, and there was laid the foundation of the national education 
model having no analogues in the world for the education of physically healthy, 
spiritually perfect and harmoniously developed generation, who possess high 
intellectual potential, modern knowledge, free thought, and confidence in the future. 
Radical socio-economic reforms being carried out in the world put the task 
of improving the quality of education of youths and the introduction of modern 
forms and methods of education in the educational process in accordance with the 
requirements of building a developed democratic state. The fulfilment of this task 
has led to the necessity of modelling the monitoring of teaching quality in the 
system of general secondary education on the basis of the requirements of the 
strategy of learner-centred education. The implementation of competence-based 
state educational standards in the organization and management of teaching quality 
monitoring, 
development 
of 
scientifically 
substantiated 
proposals 
and 
recommendations, the system of the criteria, indicators and parameters of 
education related to modelling the teaching quality monitoring of the system of 
general secondary education, identification of factors affecting the quality of 
education and creation of its auxiliary-computed information system are of 
essential importance. 
This dissertation research to a certain extent serves for the implementation of 
the tasks set out in the Decree PD-3857 of the First President of the Republic of 
Uzbekistan Islam Karimov “On improving the mechanism for funding public 
education institutions” of 26 February 2007, the Order No.111-f of the Cabinet of 
Ministers of the Republic of Uzbekistan “On implementing the stable development

goals intended for 2016-2030 in the Republic of Uzbekistan” of 15 February 2016 
and in other normative and legal acts concerning this sphere.
