The practical results of the research are as follows: 
a teaching quality monitoring service was established, which functions in 
close cooperation with the educational system

the Regulation “On determining the ratings of regional public education 
bodies and educational establishments” was developed; 
the “Methodologist’s School” was set up for the purpose of monitoring and 
developing the professional competence of methodological service employees
an automated system of internal and external controls was created in 
secondary education establishments. 
The reliability of the research results is explained by the fact that the 
applied approaches, methods and theoretical information were taken from official 
sources, that the effectiveness of the above analyses and experiments were 
substantiated by means of the methods of mathematical statistics, that the 
conclusions, proposals and recommendations were introduced into practice, and 
that the obtained results were approved by the competent bodies. 
Scientific and practical significance of the research results. 
The scientific significance of the research results is explained by the 
application of the proposed models, mechanisms, structural components and 
system of indicators determining the quality of teaching for identifying the rating 
of educational establishments and regional public education bodies based on a 
holistic approach using a system of education quality indicators, improving the 
state educational standards and curricula based on competence-based approach, 
and automating the teaching quality monitoring. 
The practical significance of the research results serves to prepare normative 
and legal documents and programs of measures to further improve the teaching 
quality monitoring in the system of secondary education, to develop state 
educational standards in secondary school subjects, and to improve the mechanism 
of teaching quality monitoring.
