MAIN FACTORS IN THE DEVELOPMENT OF TOURISM 
2.1. The Great Silk Road and the importance of developing tourism on it 
There are a number of factors influencing the development of modern tourism, 
and at present, one of the non-productive sectors of the economy, in particular 
modern tourism, is

receiving increasing attention all over the world, including 
Uzbekistan. People are increasingly trying to spend their free time productively
learn national traditions, relax, restore their health, and learn their values. All such 
services are provided by the tourism sector. In addition, mankind has always 
changed its scope of action and sought to discover new lands. By the 20th century, 
such aspirations increased and gave a great impetus to the development of the 
modern tourism industry. In some countries, the tourism sector is developing very 
steadily, and their annual growth rate reaches 8-10%. These countries can include 
Spain, Italy, France, USA and other countries. It is interesting to note that along with 
the development of modern tourism, transport, market infrastructure, trade, food 
industries, construction, crafts and other service sectors have developed. Our 
republic has very rich opportunities for the development of international cooperation 
in the field of tourism. These include the fact that a branch of the "Great Silk Road" 
passes through our republic, our world-famous historical and national cities of 
Samarkand, Bukhara, Khiva, Shakhrisabz, Kokon, Tashkent and other cities, our 
regions rich in natural and healing resources. Chimyan, Shakhimardon, Zomin, 
Boysun, Sherabad and other cities are included. Up to now, it can be considered that 
the foundation for the development of modern tourism in Uzbekistan has been laid. 
The proof of this is the adoption of the Law "On Tourism" of the Republic of 
Uzbekistan on August 20, 1999. The purpose of the law is to legally regulate 
relations in the field of modern tourism, tax, develop the market of tourist services, 
as well as protect the rights and legal interests of tourists. Another evidence is the 
active participation of the Republic of Uzbekistan in the restoration of the "Great 
Silk Road" and the adoption by the President of the decree on the development of

. According to this decree, tourist enterprises 
got a number of tax benefits. This decree stimulated the development of tourist 
destinations in historical and modern cities located on the "Great Silk Road". For 
thousands of years, the "Great Silk Road" has been considered an important and 
effective way to unite the peoples of Asia and Europe. The exchange of goods, 
knowledge, technologies, and cultures was carried out along the same road, which 
helped the development of cities and countries. Experts of the World Tourism 
Organization divided the participating countries into 3 parts depending on their 
participation in the "Great Silk Road". The first part included the countries of Central 
Asia and the Caucasus, which began to form a unique modern model of tourism. In 
this direction, the main issue of the World Tourism Organization is to help in 
creating a sustainable development program, attracting investment in the tourism 
sector, developing legislation and training personnel. The second part includes the 
countries that have the "Great Silk Road" objects and have a clear experience with 
the tourist product. These are China, Pakistan, India, Iran, Greece and Turkey. 
According to BTT experts, the international organization can promote the sale of the 
tourist product "Great Silk Road" here. The third part covers the last points of ancient 
communication. On the one hand, these include Japan, Korea, ASEAN countries. 
Here is the task of the World Tourism Organization. It is considered to promote the 
"Great Silk Road", because these countries not only provide a large tourist flow, but 
are also the leading markets for tourism along this road. "Great Silk Road" must be 
a fundamental basis for raising the status of modern tourism products. Active 
cooperation of all countries is needed to sell it. It cannot be done here without the 
cooperation of the private sector and the public sector, international and rational 
organizations, individual tour operators and hotel complexes. The next meeting of 
the World Tourism Organization on the "Great Silk Road" project was held in China 
in 1996, where issues related to product marketing were discussed

conference on tourism on the "Great Silk Road" was also significant. According to 
experts, the main tourist resources of the "Great Silk Road" were formed here: 
attractions, modern and historical objects, means of accommodation, transport and 
information centers. After these events, this project began to develop. In order to 
coordinate the activities of the national tourism organization of the countries located 
in the historical area of the Great Silk Road, in 2004, the Regional Office of 
UNWTO was established in Samarkand. The following issues were formed: 
international promotion of the regions of the Great Silk Road, use of global 
information and communication networks to advertise this tourist information, and 
participation in the development of the tourism brand of Uzbekistan. Since 1994, the 
World Tourism Organization has actively promoted the "Great Silk Road" project at 
all major international fairs. According to the forecasts of the World Tourism 
Organization, by 2020, China will be the main tourist destination of the world. This 
country currently has 22 million people. it takes the sixth place with the ability to 
receive tourists, and with an average annual growth of 8 percent, the number of 
tourists coming to China is 137 million, and to Hong Kong is 59 million. reaches a 
person and takes the first place. Based on this, we are creating a tourist product for 
the participants of the "Great Silk Road" project there is a question of considering 
these countries, for example, Germany, Uzbekistan-China, France-Uzbekistan-
Hong Kong and others. Annual expenses of tourists are 5 bln, taking into account 
that it reaches the dollar, Uzbekistan also has the opportunity to form and absorb 
some part of this currency. Because the majority of tourists traveling to China along 
the "Great Silk Road" travel through our Republic

. This means that foreign tourists 
will receive a certain currency in the state budget for using tourist facilities and 
vehicles in our country. Therefore, it is necessary to develop and implement 
transport (transit) routes along the "Great Silk Road" for foreign tourists. In this 
matter, tourism aimed at receiving modern knowledge is of greatest interest. Modern 
events taking place in the life of Uzbekistan, for example, celebrations of scholars 
and cities, not only Muslim countries, but also Europe and other countries, raised

the "Great Silk Road" and the offered product to a new level

. Under the leadership 
of our president, the wide-scale reforms implemented in the development of the 
tourism sector in our country during the years of independence are giving highly 
positive results. Since 2016, the flow of foreign tourists in Uzbekistan has increased 
significantly. From this data, we can see a significant increase in 2018 compared to 
2016. However, with the increase in the flow of tourists, several problems become 
evident, as an example; the lack of hotels and other means of accommodation
especially during the tourism season: 310 out of 7,476 tangible cultural heritage 
objects are in an accident or abandoned condition: cultural heritage objects and 
museums are not equipped with modern technologies; Despite the fact that we have 
a great opportunity to increase the flow of tourists in Uzbekistan, strengthening the 
fundamental knowledge of studying and analyzing the ways to eliminate the above-
mentioned problems and shortcomings creates the need to study the science of 
"Tourism economy and management"
