INTRODUCTION (Abstract of doctoral (DSc) dissertation) 
The aim of the research is to develop proposals and recommendations for 
improving the further criminal legislation in terms of responsibility and the 
effectiveness of judicial and investigative practice on the murder. 
The objectives of the study are as follows: 
define the characteristics of the concept and essence of crimes against life; 
analyse the theoretical and legal approaches to the concept of murder; 
investigate the formation and development of criminal legislation of the 
Republic of Uzbekistan providing for responsibility for murder; 
study the composition of crimes in the form of murder under the criminal code 
of the Republic of Uzbekistan; 
disclosure the issues of murder prevention in the Republic of Uzbekistan; 
explore the determinants of homicide-related crime, characteristics of the 
criminal’s personality; 
identify the opportunities for implementing the positive aspects in the criminal 
legislation of foreign countries in the regulation of responsibility for murder in 
national legislation; 
improve the rules for classifying and differentiating the murder case from 
related crimes; 
advance the proposals and recommendations for improving criminal legislation 
and law enforcement practice. 
The scientific novelty of the research includes the following: 
proved the necessity for fixing priority for the protection and preservation of 
life and health of citizens, their rights and freedoms as a principle of circulation of 
weapons and their ammunition, prohibiting of traffick and ammunition of weapons 
that designed to kill people, as well as reporting to the respective bodies about every 
case of their use when caused harm to the life of the victim, and imposing the 
responsibilities of first aid on the weapon’s owner in case of victims within short 
space of time ; 
justified the recognition of illegal actions (omissions) against women that 
encroach on their lives by using or threatening to use measures of physical, 
psychological, sexual or economic influence as violence; 
manifested the necessity to inform the state health system management bodies 
and health institutions of law enforcement agencies about the facts that threaten the 
life or health of women, and the identified reasons; 
explored the individual measures to prevent violence that is dangerous to 
women’s lives against people with anti-social behavior, who are prone to commit or 
have committed harassment and violence against women; 
discussed the need to create special centers to provide victims of harassment 
and violence with economic, legal, social, psychological, medical and other 
assistance; 
confirmed the measures of economic influence or encouragement can be 
applied to prevent murder in the area and the necessity for providing rapid detection 
for the inspectors and operational staff.
