The object of research work is the labor market of the Republic of 
Uzbekistan and the economic processes in it. 
The scientific novelty of the research work: 
based on the proposal to systematically organize the work of vocational 
guidance of students in general secondary education for the training of targeted 
personnel in areas that are in high demand in the labor market
improved by proposing to organize the activities of innovative temporary one-
time employment bureaus on the basis of public-private partnership; 
the economic mechanism to ensure a balance between the national plan for 
the training of qualified personnel and the needs of sectors of the economy has 
been improved by taking into account internal and external demand for labor in the 
labor market and creating a legal and institutional framework for organized labor 
migration; 
an innovative labor market management model, the application of an 
integrated socio-economic cluster structure, as well as a mechanism for linking 
micro-clusters to macro-cluster structures for the self-employed working 
population have been proposed; 
improved social partnership between regional infrastructure, regional 
structures and employers through the establishment of training centers for business 
companies in countries where many Uzbeks work, in some of the vacant secondary 
special vocational colleges; 
based on a hierarchical model of the labor market and six alternative 
scenarios, a proposal was developed to define its prospects. 
Implementation of the research results: 
On the basis of scientific and practical proposals developed to improve the 
mechanism of the labor market in the formation of an innovative economy: 
the proposal which to systematically organize the work of vocational 
guidance of students in general secondary education for the training of targeted 
personnel in areas that are in high demand in the labor market, taking into account 
the available vacancies in the country was used in the preparation of item 9 of PR 
No.3856 of the Resolution of the President of the Republic of Uzbekistan dated 
July 14, 2018 and paragraph 14 of the Resolution No.1066 the Cabinet of 
Ministers of the Republic of Uzbekistan dated December 31, 2018 (Reference No. 
09-14/1264 of the Committee on Science, Education and Health of the Senate of 
the Oliy Majlis of the Republic of Uzbekistan of July 4, 2019); 
the proposal which organization of innovative temporary one-time 
employment bureaus on the basis of public-private partnership was used the 
Ministry of Employment and Labor Relations of the Republic of Uzbekistan 
included in the mechanism of implementation of paragraph 5 of the fourth priority

of the State Program for the implementation of the Action Strategy in the «Year of 
Science, Enlightenment and Digital Economy». (Reference No 01/00-04/2395 of 
the Ministry of Employment and Labor Relations of the Republic of Uzbekistan of 
March 2, 2020); 
the proposal which to improve the long-term national training plan and the 
economic mechanism to ensure a balance between the needs of the economy by 
taking into account internal and external demand for labor in the labor market and 
creating a legal and institutional framework for organized labor migration was used 
in the preparation of Articles 10-14 of the Law of the Republic of Uzbekistan «On 
Private Employment Agencies» of October 16, 2018 (Reference No. 04/3-15-62 
Committee on Labor and Social Affairs of the Legislative Chamber of the Oliy 
Majlis of the Republic of Uzbekistan of June 5, 2019);
the proposal which innovative model of labor market management
application of integrated socio-economic cluster structure, as well as creation of a 
mechanism for linking microclusters to macrocluster structures for self-employed 
able-bodied population was used in the development of the «Long-term National 
Strategy for Employment in 2020» the Ministry of Employment and Labor 
Relations of the Republic of Uzbekistan. (Reference No 01/00-04/2395 of the 
Ministry of Employment and Labor Relations of the Republic of Uzbekistan of 
March 2, 2020);
the proposal which improving social partnership between regional
