Full infinitive используется в следующих случаях:
1) Full infinitive используется, чтобы указать цель=> “to” переводится как “чтобы”
e.g. She went to the bank to get some money.
e.g. John came to help us with moving to a new house.
2) Full infinitive используется после определённых глаголов: advise, agree, appear, decide, expect, hope, manage, offer, promise, refuse, seem, want, afford, pretend, etc.
e.g. He advised me to apply for the job.
e.g. John agreed to help us with our work.
e.g. My grandfather managed to survive in World War ll.
e.g. She refused to join our team.
3) Full infinitive используется после вопросительного местоимения, если нет подлежащего перед глаголом.
e.g. I don’t know what to do with these books.
e.g. I can’t decide where to go.
e.g. Can you explain how to get to the bank?
e.g. You should learn how to deal with different people.
4) Full infinitive используется после прилагательных, если нет предлога.
e.g. I am happy to see you.
e.g. It is useful for your health to get up early.
e.g. I am sorry to interrupt you, but I need to ask you a question.
5) Full infinitive используется после too и enough. Too(слишком/очень) имеет отрицательное значение, а enough (достаточно) имеет положительное значение.

enough+noun+to-infinitive
e.g. She is too busy to talk to the manager.
e.g. He runs too fast to catch up with him.
e.g. We have got enough money to buy a new car.
e.g. She is clever enough to solve this problem by herself.
6) Full infinitive используется в следующей структуре, когда даем оценку к каому-либо действию: it +be+adjective +of noun/pronoun+to-infinitive
e.g. It was generous of John to pay for my lunch.
e.g. It was silly of you to insult the boss.
e.g. It was nice of you to help us.
7) Full infinitive используется после глаголов: would like, would love и would prefer.
e.g. I would like to learn a foreign language.
e.g. I would prefer to stay at home and have some rest.
8) Full infinitive используется после порядковых числительных, таких как: first, second, third…etc., а также после слов last и only (единственный).
e.g. He was the first person to come to the party.
e.g. John was the last person to see me.
9) Full infinitive также используется со словом only, когда хотим показать недовольство результатом.
e.g. She rushed to the door only to find that it was closed.
10) Full infinitive также используется в следующих структурах: have/has+something+V1
e.g. I have some business to do. e.g. I have some homework to complete.
11) Full infinitive используется в структуре: Subject+be+to+V1
По смыслу эта структура равна be going to.
e.g. The President is to visit Germany.(=The President is going to visit Germany.)

Bare infinitive
Bare infinitive используется в следующих случаях:
1) Bare infinitive используется после модальных глаголов
e.g. You must study hard.
e.g. We can go to the cinema.

2) Bare infinitive используется после глаголов: let, make, see, hear, feel

e.g. They made him pay for the damage.
e.g. Let me introduce myself.

But: be made/be heard/be heard+to+V1

e.g. He was made to pay for the damage.

3) Bare infinitive используется после had better (=было бы лучше) и would rather(=желал бы хотел бы)

e.g. You had better sign the contract.
e.g. I would rather go home.

Extra:
1) После глагола help можно использовать bare infinitive или full infinitive без разницы в значении.

e.g. She helped me (to) fix the tap.

2) Если два инфинитива идут подряд, то частица “to” ставится только перед первым инфинитивом.

e.g. He decided to go to university and study biology.
3) Отрицательная форма инфинитива формируется путём добавления “not” перед инфинитивом.
e.g. He decided not to accept the job.
e.g. She may not come.
