INVITATION FOR BIDS 

 

The City of Keithsburg  will receive Bids for  the Keithsburg Street Reconstruction Project until 

10:30 AM  on the 20

th

  day of September, 2012, at 302 South 14

th

  Street (P.O. Box 87) 

Keithsburg, IL 61442 at which time and place all bids will be publicly opened and read aloud. 

 

Bids are invited upon the several items and quantities of work as follows: 

 

The Keithsburg Street Reconstruction project consists of the replacement of roadway along 

Main Street from 4th Street to 10th Street and along 10th Street from Main Street to Short Street 

in the City of Keithsburg, Illinois.  The project involves repaving up to 12 blocks along Main and 

10th Streets including some sidewalk replacement with detectable warning plates, integral curb 

& gutter, and restoration including seeding and driveway apron replacement. 

 

Contract Documents, including Drawings and Technical Specifications, are on file at the office of 

MSA Professional Services, Inc. Davenport, Iowa  (Engineer)  at  100 E. Kimberly Road, Suite 

605, Davenport, Iowa 52806 and the City of Keithsburg City Hall). 

 

Copies of the Contract Documents may be obtained by depositing $75.00 with MSA 

Professional Services, Inc. Davenport, IA for each set of documents so obtained. Each such 

deposit will be refunded if the Drawings and Contract Documents are returned in good condition 

within 10 days after Bid opening. 

 

A certified check or bank draft, payable to the order of the City of Keithsburg , negotiable U.S. 

Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an 

acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted 

with each Bid. 

 

Attention is called to the fact that not less than the minimum salaries and wages as set 

forth in the Contract Documents must be paid on this project, and that the Contractor 

must ensure that employees and applicants for employment are not discriminated 

against because of their race, color, religion, sex, or national origin. 

 

The City of Keithsburg reserves the right to reject any or all Bids or to waive any informality in 

the bidding. 

 

Bids may be held by the City of Keithsburg for a period not to exceed 30 days from the date of 

the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of 

Bidders, prior to awarding of the Contract. 

 

A firm fixed-price contract award will be made in writing to the lowest responsive and 

responsible bidder.
