On education and the National Program for Training

INTRODUCTION
According to the Law of the Republic of Uzbekistan “On education and the National Program for Training” in the country, a comprehensive foreign languages’ teaching system, aimed at creating harmoniously developed, highly educated, modern-thinking young generation, further integration of the country to the world community, has been created.
It should also be stated that the “National Program of Personnel Training” stimulates formation of many-sided individual, educated person through the system of continuous education, organically connected with intellectual, cultural and moral education of a citizen.
In Uzbekistan, special attention is paid to education of harmoniously developed young generation. Activities on creating necessary conditions for youth in receiving modern education are being consistently continued.
President of our Republic SH. M. Mirziyoyev is paying great attention to higher education system of Uzbekistan. On April 20, 2017 he signed a decree PD 2909 “On the measures of further development of the system of higher education”. The aim of this decree is to improve the system of higher education, to review the contents of preparing cadres according to the priority tasks of social-economic development of the country, to establish conditions for preparing higher educational specialists suit for international standards.
Our President Shavkat Mirziyoyev said that we should prepare in the shortest time the methods of intensive foreign languages learning based on our national peculiarities. That is why it is necessary to improve the current situation, to provide Uzbek children with all the necessary conditions for the access to this amazing world of foreign languages. The immediate important task is the formation of Institutions of higher education. We think that one of the poor sides of today's higher education is that we could not conduct the preparation of specialists of higher education according to beforehand for the changed requirements of science and techniques, economy, production and other fields in conformity with life requirements. On October 30, the President of the Republic of Uzbekistan Shavkat Mirziyoyev chaired a videoconference on improving the education and upbringing system and accelerating the development of science in the country.
“We trust teachers and mentors with our life and fate of our dear children. Therefore, we must all pay due attention to these worthy people who protect this priceless wealth and create future”, the President said. [1:2]
It was noted that the effectiveness of the current modernization process, success of reforms and transformations depend on school education and training new personnel. Therefore, much depends on school principals and teachers – dedicated people who bring knowledge, culture and spirituality to villages and cities. Schools should be not only an educational institution, but also a cultural and intellectual center of mahalla. The experience of Finland was cited as an example. It is one of the most advanced countries in the world in terms of general literacy, science and mathematics.
“If we do not change the method of teaching in schools, neither the quality of education, nor the content, nor the environment will change”, said Shavkat Mirziyoyev. The importance of studying and implementing the world’s best educational programs and teaching methods in the country’s secondary schools was noted. The Ministry of Public Education was charged with developing a National Curriculum based on the studied experience and starting its pilot implementation in the educational process starting 2021/2022 academic year.[3:3]
A school is not only an education institution, but also a place of spiritual and moral education. The Head of the state noted the need for involving local poets and writers in this work, monthly payment for their activities from the fund of school principals and local budgets. It is important to create healthy competition in higher education and increase coverage, create at least one non-state university in each region. “The issues discussed today require a high level of responsibility from managers at all levels – from school principals to the Prime Minister. This work will become a powerful source that can radically change the image of the entire country and state in the next 10-15 years”, the President said. Parliamentarians and deputies of local councils were recommended to bring changes in the education system to the population and increase the sense of ownership, take control over the implementation of the decree after its adoption and provide practical assistance with their experience. Hokims, university rectors, school principals and teachers expressed their views on improving the quality and effectiveness of education at the meeting.[12]
The topical of this research caused by teaching grammatical material at school in teaching foreign language lessons, that’s why supplying this, the aim of our course paper is to give theoretical argumentation for the importance of teaching grammar in teaching English and give practical recommendations. In accordance with the main aim it was necessary to solve following problems:

   research materials by given theme;
   
2. 
   to use it in practice;
   
3. 
   to make conclusion by given theme.
   

The object: the process of teaching a foreign language.
Fields of application: The present work might find a good way of implying in the following spheres:
1. It can be used by teachers of schools, lyceums and colleges by teachers of English as a practical manual.
2. It can be useful for everyone who wants to enlarge his/her knowledge in English.
Methods of the research: critical analysis of scientific literature, observation, the main methods for compiling our work are the method of comparative analysis and the method of statistical research.
Materials of the research: for given research used a lot of books and articles by methodology which written in a bibliography. The work contains of introduction, the main part, conclusion and bibliography.
