Corruption is also called bribery of officials, their venality Key words: Corruption, types of corruption, history of corruption, state of corruption. Corruption is one of the oldest phenomena in the system of social relations, "as ancient as the social order that governs people's lives, whatever that social order may be." Naturally, in the course of the historical process, this phenomenon is constantly transformed and modified, as the political and economic orders become more complex, new forms of its manifestations arise. In the modern world, corruption is a serious and urgent problem for almost all states. The preamble of the UN Convention against Corruption notes “the seriousness of the problems and threats posed by corruption to the stability and security of society, which undermine democratic institutions and values, ethical values and justice and harm sustainable development and the rule of law”, and that “corruption is no longer a a local problem, but has become a transnational phenomenon that affects the society and economy of all countries. Today, the problem of corruption, the suppression of its various manifestations and counteraction to its spread, the development and practical implementation of an effective anti-corruption policy is extremely acute and vital for the Russian Federation. Corruption is an obvious evil of the entire system of social administration, inherent in all states and existing at all times. It only influenced the system of social relations with varying degrees of activity, sometimes gaining such a degree of activity that it turned into a regulator of these relations, replacing law or acting in parallel with it, thereby weakening state power. This behavior of corruption provokes the legal holders of power to oppose it. Countering this extreme form of manifestation of corruption is becoming the most important direction in the formation of sustainable development of the social management system. The state and society, as they develop, taking into account many factors of an objective and subjective nature, form means of combating corruption and test them at various levels of government - federal, regional and local. Corruption is also called bribery of officials, their venality. In legislation in many countries of the world what corruption is: a) abuse of official position, giving a bribe, receiving a bribe, abuse of power, commercial bribery or other illegal use by an individual of his official position contrary to the legitimate interests of society and the state in order to obtain benefits in the form of money, valuables, other property or services of a property nature, other property rights for themselves or for third parties or illegal provision of such benefits to the specified person by other individuals; b) the commission of the acts specified in subparagraph "a", on behalf of or in the interests of a legal entity: There are the following reasons for corrupt behavior: - tolerance of the population to manifestations of corruption; - weak sense of justice of citizens; - no fear of losing the received benefit in the future when checking the grounds for its acquisition; Download 321.87 Kb.
