In turn, this has a positive effect on all stakeholders involved in public procurement processes: the government, the business community and citizens who use public services. Development of an integrated electronic public procurement system: · Provides electronic and standardized procurement processes; · Reduces the time required for the sale-purchase cycle; · Encourages the participation of manufacturers, service providers and contractors in public procurement; · Simplifies the participation in public procurement of small and medium-sized enterprises; · Creates a transparent relationship between the government and the local business community. The experience of many countries around the world shows that the implementation of public procurement policies can be more effective through the transition to an electronic format and the development of appropriate e-procurement tools. The introduction of a fully electronic public procurement cycle, which includes electronic tools for procurement planning, bidding, contract management, reporting and market analysis, contributes to the standardization of national procurement methods and makes it easier for public and private stakeholders. It also creates benefits for public financial management. The Ministry of Finance of the Republic of Uzbekistan decided to focus on the digitalization of public procurement immediately after the adoption of the Law on Public Procurement in 2018. The new Law on Public Procurement, adopted in 2021, also aims to digitalize public procurement. At the request of the Ministry of Finance of the Republic of Uzbekistan for technical assistance in the field of digitalization of public procurement in the Republic of Uzbekistan with the aim of creating a fully electronic cycle of public procurement, from planning to payment of public contracts, the technical cooperation project "Uzbekistan: Digital Transformation of Public Procurement", aimed at providing recommendations for expanding the use of data-driven electronic tools to improve the management of the public procurement sector by the Ministry of Finance of the Republic of Uzbekistan.
