INTRODUCTION (annotation of PhD thesis)
The purpose of the study is to reveal the historical processes associated with the cooperation of higher educational institutions of Uzbekistan with authoritative international organizations and foreign countries in 1991-2021
Research objectives:
Conduct an analysis of the legal framework for the development of international relations in the system of higher education in Uzbekistan;
To reveal the role of authoritative international organizations in the development of the higher education system in the republic;
To highlight the participation of universities of Uzbekistan in international projects of the organization of the European Union and its results;
Show the cooperation of Uzbekistan with foreign countries on the development of higher education in the years of independence;
Describe the essence of the relations of the republic with the countries of Central Asia in the field of higher education;
Conduct an analysis and results of joint educational programs created in Uzbekistan.
The object of the research is the state of the sphere of cooperation between higher educational institutions of Uzbekistan with prestigious international organizations and foreign countries, the history of changes and problems in it was chosen.
The subject of research is the legal basis for the development of international relations in the field of higher education in Uzbekistan during the years of independence, cooperation with authoritative international organizations and foreign countries, relations with the countries of Central Asia in the field of higher education, issues of joint educational programs.
The scientific novelty of the research is:
It is proved that despite the solution of problems in this industry in the process of reforming the education system in Uzbekistan in the first years of independence, ensuring the active participation of universities in the life of the state and society, creating the necessary legal guarantees for the activities higher educational institutions, such specific problems as the lack of necessary propaganda in regional higher educational institutions aimed at strengthening the level of foreign language learning by personnel, and, in addition, the unsatisfactory state of work in the direction of personnel abroad for advanced training and internships were the reason for the low level of indicators of cooperation between universities and foreign state educational institutions.
The growing dynamics of cooperation between Uzbekistan and prestigious organizations in the field of higher education, which is formed on the example of projects implemented jointly with UNESCO, is argued, the essence of the work carried out in the universities of Uzbekistan within the framework of such major UNESCO programs in the field of education as “UNESCO International Programs and Recommendations for Higher Education 1998-2000", "Literacy Decade" (2002-2012), "Decade of Education during the period of stable development" (2004-2014), "Education for All" (2005-2015);
The cooperation of Uzbekistan with the European Union is substantiated on the example of the TEMPUS, TASIS and Erasmus + programs and the annual dynamics of work in higher educational institutions of Uzbekistan is revealed (in accordance with the program, the allocation of funds to universities in Uzbekistan, the participation of Uzbek scientists in project consortiums of European universities, advanced training of teaching staff universities in foreign universities) carried out within the international programs TEMPUS II (1994-2000), TEMPUS III (2000-2006), TEMPUS IV (2007-2013);
It is proved that the cooperation of universities of Uzbekistan with foreign countries in the next five years has doubled, which as a result of increased attention to this area on the example of such higher educational institutions as NUUz, TSUE, TSSU, TSTU, TDAU, TITLP, NamSU, SamSU, BukhSU, KarSU, positive changes in the activities of universities are shown (participation of Uzbek scientists in international projects, especially effective use of foreign experience in the development of exact and medical sciences in Uzbekistan, participation of professors and teachers of universities in scientific conferences in foreign countries and popularization of their scientific innovations in the world, increase in the scale of joint educational programs).
