European Union Contest for Young

Scientists

Dear Ladies and Gentlemen!

On behalf of the Russian Federation

Government and myself I cordially welcome

the Contestants and Guests of the All-European

gathering of the scientific youth – the

European Union Contest for Young Scientists!

The annual parade of the best achievements of

the European University and High School

students in the field of science, engineering and

humanities is a significant event both for the

European Union countries and for our country

as well. This Youth Forum brings together

National Contests’ winners from 35 countries

from Europe, Asia and America.

Russia is hosting the Contest for the first time.

The decision to hold the official Contest of the

European Union in Russia is not only the sign

of trust to the country but also the recognition

of its scientists’ and engineers’ merits as well as

merits of the Russian higher education system

in the field of training engineers and scientists.

It is symbolic that the European Union

Contest for Young Scientists is hosted by one

of the most prestigious and oldest technical

Universities of the country – Bauman

Moscow State Technical University that

celebrates its 175th anniversary this year. It

is here, in the famous “school of Russian

engineers”, among its teaching staff that the

idea and understanding that education

through research will make a highly qualified

specialist and scientist has been formed.

I wish all the Participants of one of the biggest

Youth Science Forums fruitful work, interesting

discussions and every success in achieving

their goals.

This year the European Union Contest for

Young Scientists takes place outside the

European Union in the capital of the Russian

Federation. Why Moscow when Russia is not

part of the European Union? At first this may

appear to be slightly strange, especially when

we know that every year many countries

within the European Union seek the

opportunity to host this event. This Contest has

indeed become very popular because of its

main goal – the bringing together of young

people from different backgrounds in a

friendly and stimulating environment where

science is placed centre-stage.

A key component of the Contest is its cultural

diversity. It is undeniable that the European

Union is living proof of how both the similarities

and the differences between nations can be

channelled into common projects to the benefit

of all its citizens. This Contest reflects these

values and shows how, through the common

language of science, coming together is far

better than staying apart!

It is particularly fitting that the Bauman

Moscow State Technical University hosts this

event because it is an institution that is

renowned for its science and for the many

technological innovations that have their

origins here. In today's world it is more

important than ever to foster an environment

in which truly excellent science is not only put

to use through technology but is also

recognised for its contribution to society and

culture in general.

But let us not forget that the real value of the

event is the young people who participate in

the Contest. For them the opportunity 

to represent their countries is both 

a responsibility and also, I hope, an exciting

challenge. I say to them: you are here because

your work has been recognised. Learning

science can bring many opportunities but

learning science should always remain

enjoyable. So keep having fun!

To the Contestants of the 17th EU Contest

for Young Scientists held at the Bauman

Moscow State Technical University under

the patronage of the European

Commission – the Government of the

United Europe. 

On behalf of the Ministry of Science and

Education I cordially welcome the Participants

of the European Union Contest for Young

Scientists.

Finalists of National Contests held all over

Europe as well as young researchers from the

USA, Japan and China will participate in this

International Forum. Scientific community in

many important fields of research united all

the efforts and is, per se, of global character.

At the same time competitiveness of national

science schools and projects is kept on,

cultivating the best traditions and dynamic

moving forward. The International Jury of the

Contest will evaluate the achievements of the

European students and high school pupils in a

broad range of sciences and engineering. The

results of the Contest will highlight the potential

of these fields, the potential that will have to be

revealed in the future.

Russia, the country that is not a member-state of

the European Union, will host the Contest for the

first time. Nevertheless the choice of the place

where the Contest will take place is not

accidental. The Bauman Moscow State Technical

University is well known in the world. Its

reputation among professionals and employees

is very high. Together with its European

colleagues our Ministry has been working at the

problem of making the University diplomas of

our countries, especially the diplomas of leading

Universities, more trustworthy.

We consider that this is the main purpose and

the very essence of the Bologne process, the

process Russia also participates in.

The contribution of the BMSTU in the

development of the Youth Science Movement

has received a high appraisal by the

European Commission. I am very thankful to

the Rector of the University, the teaching staff

and the students for their work and efforts to

provide a very high level of the European

Science Forum for Youth.  

I wish every success to all the Participants! 

I am sure the Contest will promote

understanding in the world of science, will

bring different educational systems closer and

will create favourable conditions for further

international scientific and educational

cooperation.

I am very pleased to welcome the participants

and guests of the 17th European Union Contest

for Young Scientists!

It is a significant event in the life of our

University and the Russian science on the

whole. It is especially remarkable that the

Contest takes place at the time when the

Bauman University, being the Alma Mater of

the Russian engineering school, celebrates its

175th anniversary. Scientific schools of the

Bauman Moscow State Technical University

have a long-lasting tradition of encouraging

the most diverse developments of a creative

personality, be it in the field of science, arts or

everyday life, and have always set the ability of

younger generations to reveal their creative

potentials to be of highest priority.

It is for the first time that the EU Contest is

hosted by the country-nonmember of the

European Union. This allows the Russian

community of the Young Scientists to feel part

of the European Science Community. The

national team of the Russian Federation will

compete with the brightest Young Scientists

coming from 35 European countries, the USA,

Japan and China. The mere fact that the

Contest for Young Scientists is held in Moscow

could testify to the worldwide recognition of the

Russian school of engineering on the whole and

of the system of vocational training, adopted in

this University in particular. The Russian

national team is represented by the winners of

the 12th National scientific conference of

young researchers, participants of the “Step

into the Future” programme, which has been

established thanks to the efforts of the

professors and teachers of the Bauman

University. Over 150,000 young men and

women from 10 time zones are currently

participating in the programme, and the

Russian Polytechnic Community of the Youth,

which emerged on the basis of the programme,

nowadays incorporates over 90,000 young

Russian researchers. I am confident that the

traditional quest for science and new

technologies, cultural environment of Moscow

as well as the Bauman University will serve to

the success of the Contest.  

I am absolutely certain that the success of the

17th EU Contest for Young Scientists conducted

at the Bauman University will pay tribute to

the establishment of long-term and fruitful

collaboration of Young Scientists from Russia

and their colleagues from the European Union

and other countries the world over. The Contest

for Young Scientists is a challenging

opportunity for the brightest talents of the

planet to meet and the place to get acquainted

with the future of science and technology.

Be realistic, strive for the impossible! Our future

starts today!

The EU Contest for Young

Scientists in Russia

RUSSIA (The Russian Federation), a country in the

Eastern part of Europe and Northern part of Asia, its

occupied area is 17075.4 sq. km. The population is

142.3 million people (1999) with 73.1% in cities. Ethnic

Russians make 81.5% (general census 1989); over 100

different peoples. The most spread religion is

Christianity, mainly the Russian Orthodox Church.

There are also Moslems, Jews, Buddhists, etc. 

There are 1091 cities and towns, and 1922 villages 

(January 1, 1999). The capital city is Moscow.

Russia is a democratic federal State with a republican

government. The working constitution was approved

during the people’s Referendum on December 12, 1993.

The Russian Federation consists of Subjects: Republics

(21), Territories (6), Regions (46), cities of National

importance – Moscow and Saint Petersburg,

Autonomous Regions and Districts (10). The Russian

language is the official language all over the Russian

Federation. All the peoples of the Russian Federation

are guaranteed the right of preserving their mother

tongue. The Head of the Russian Federation is the

President who is elected for four years by citizens of the

Russian Federation on the basis of universal, equal,

direct suffrage by secret ballot. The President of the

Russian Federation is also the Supreme Commander-in-

Chief of the Armed Forces of the Russian Federation.

The representative and legislative body of the Russian

Federation (the Parliament) is the Federal Assembly

which consists of two chambers – the Council of the

Federation and the State Duma. The executive power in

Russia is exercised by the Government of the Russian

Federation headed by the Chairman. The latter is

appointed by the President of the Russian Federation

with the consent of the State Duma.

The European part of the Russian Federation mostly

occupies the East-European Plain. In the South there

are the Northern slopes of the Caucasus, in the

Northwest there are the Hibiny Mountains. To the East

of the Ural lies the West-Siberian Plain, bordered in the

South by the mountains of South Siberia (Altai, Sayan

Mountains, mountains of the Baikal area, etc.) Between

the rivers of Yenisei and Lena is the Central Siberian

Plateau, between Lena and the Pacific Ocean there are

mountain ridges and plateaus of Northeastern Asia. The

climate varies from marine climate on the Far

Northwest to seasonal inland climate in Siberia and

monsoonal climate in the Far East. Average temperature

varies between 0 and -50°C in January and between -1

and 26°C in July across the country. Atmospheric

precipitations vary between 170 and 3200 mm per year.

In many areas of Siberia as well as Far East the soil is

permafrost rock. The biggest rivers are Lena, Irtysh,

Yenisei, Ob, Volga, Amur; the largest lakes are the

Caspian (Sea), Baikal, Ladoga, Onega. The following

climate zones are represented on the territory of Russia

(from North to South): arctic desert, tundra, forest-

tundra, forest, forest-steppe, steppe, semi-desert

(Caspian Lowlands). There are oilfields, gas fields, coal

fields, metalliferous, apatite, potassium salts,

phosphates deposits, base, precious, and rare metal

ores, and diamond deposits, etc. There are 100 forest-

reserves and 33 national parks (1998).

Russia has over 100 health resorts. Those of the Black

Sea coast of Caucasus (Sochi, etc.), of the Caucasian

Mineral Water group and some others are of national

significance.

The route miles of the Russian railways is 86,000 km,

that of the highways is 760,000 km, trunk pipelines –

214,000 km, inland navigational routes – 89,000 km.

Waterway systems include: White-Baltic Sea Canal,

the Canal named after Moscow, Volga-Don Canal,

Volga-Baltic seaway. The most significant sea ports

are those of Saint Petersburg, Vanino, Novorossiisk,

Murmansk, Kalinigrad. The vital highway junctions

are Moscow, Saint Petersburg, Novosibirsk,

Habarovsk, Adler, Mineralnye Vody.

The Russian coasts are washed by 12 seas and the

Caspian Sea-Lake. The Western coast of Kamtchatka

and Kurile Islands directly face the Pacific Ocean. The

total area of the territorial waters along with the

exclusive economic zone of the Russian Federation is

approximately 7 million square kilometers. The area

of the continental shelf under the jurisdiction of the

Russian Federation is approximately 5 million square

kilometers, which is almost 1/5 that of the great

oceans shelf. The seas of Russia possess a number of

unique properties:

Barents Sea, Bering Sea, and the Sea of Okhotsk are

among the most fruitful seas in the world, while the

capability of the West-Kamchatka shelf is the highest

in the world and reaches the figure of 20 tons per

square kilometer. The Far-Eastern seas of Russia

possess the resources of food species that are of

world significance: Alaska pollack, salmon, king crab.

Arctic and Pacific waters still have large (in

comparison to Northern Atlantic) populations of cod.

Russian seas possess the widest variety of sturgeons

and salmons. The most important migration routes of

sea mammals and birds of the Northern hemisphere

lie along the coastline of Russian seas. Unique

ecological systems were discovered in Russian seas:

the relic ecosystem of the Mogilnoe – “Grave” – lake,

relic kelp ecosystems in the Artic (Chaun Bay),

shallow-water hydrothermal assemblages in the gulfs

of the Kurile Islands. The ecosystems of the Black and

Caspian seas have almost completely changed during

the past decade due to natural factors as well as

interference.
