N.R. and his accomplices, a criminal case was initiated under part 2 of Article 188(1) 
of the Criminal Code of the Republic of Uzbekistan. 
In addition, on July 23, 2018, license plates of 5 motor vehicles were stolen in 
Tashkent, and the victims were demanded money for the return of the license plates through 
the electronic systems "QIWI" and "WEB money" on the Internet. As a result of the 
investigations, it was determined that this crime was committed by a 19-year-old resident of 
Bektemir district of Tashkent, and he was arrested. 
Also, on October 4, 2018, programs harmful to telephones and computers were 
distributed from the Telegram channel on the Internet with more than 374,000 members. As 
a result of the evidence, this crime was committed by M.V., a resident of Fergana region. 
was found to have committed and arrested.

The Budapest Convention against Cybercrime 
was signed on November 23, 2001, to improve national laws, investigative methods and 
increase cooperation between nations by harmonizing Internet and computer crimes 
(cybercrime). 
On March 1, 2006, the Additional Protocol to the Convention on Cybercrime entered 
into force. States that have ratified the Additional Protocol must criminalize racist and 
xenophobic material, as well as racist or xenophobic threats and insults through computer 
systems.

The Convention is the first international agreement on crimes committed over the 
Internet and other computer networks, including copyright infringement, computer fraud, 
child pornography, threatening crimes, and network security crimes. It also employs a range 
of powers and procedures to search and lawfully intercept computer networks. Its main 
purpose, stated in its preamble, is to carry out a general crime policy aimed at protecting 
society. It also promotes international cooperation by adopting and implementing relevant 
laws on cybercrime.
