- Harmonization of offenses in the field of cybercrime and the rules related to them 
with material and legal elements of business crime; 
- To provide the necessary powers for the investigation and prosecution of business 
criminal-procedural legislation, as well as other offenses committed with the help of 
computer systems or evidence in the electronic system. 
-Establishing a fast and effective mode of international cooperation 
The following offenses are defined by the Convention: unlawful access, unlawful 
conduct, tampering with data, tampering with systems, misuse of devices, computer-related 
forgery, computer-related fraud, child pornography, and copyright and are violations of 
neighboring rights. 
In fact, we can see that at a time when the whole world is fighting this type of crime, 
the CIS countries did not stand aside. On September 28, 2018, the Agreement on combating 
crimes in the field of information technologies was signed between the member states of the 
Commonwealth of Independent

States, which is one of the specialized documents 
regulating cooperation in the investigation of cybercrimes. The Republic of Azerbaijan, the 
Republic of Armenia, Belarus, Kazakhstan, the Kyrgyz Republic, the Russian Federation, 
the Republic of Moldova, Tajikistan, Turkmenistan, Uzbekistan and Ukraine are parties to 
this Agreement. The decision of the President of the Republic of Uzbekistan No. PQ-4188 
dated 13.02.2019 signed at the meeting of the Council of Heads of the CIS states on 
September 28, 2018 establishes cooperation in the field of combating crimes in the field of 
information technologies between the member states of the Commonwealth of Independent 
States. approved the Agreement. The Ministry of Labor of the Republic of Uzbekistan, the 
State Security Service and the State Inspectorate for Control in the field of Information and 
Telecommunications were designated as the competent bodies for the implementation of 
this Agreement. 
In our legislation, criminal actions in the field of computer information are reflected in 
Chapter XX1 of the Criminal Code of Uzbekistan "Crimes in the field of information 
technologies" (Articles 2781-2787). The characteristics of these crimes refer to the personal
