As an integral continuation of the strategy of actions, the Development Strategy of 
New Uzbekistan for 2022-2026 was adopted under the Decree of the President of the 
Republic of Uzbekistan No. Pf-60 dated 28.01.2022. 
Each of the seven priority directions, which were developed based on the principle 
of "From Action Strategy to Development Strategy" as a result of broad public discussion, is 
of particular importance. In particular, the direction of "rapid development of the national 
economy and ensuring high growth rates" is one of the urgent issues of today. Let's take a 
look at the tasks set in this direction: 
• 
Taking measures to reduce the inflation rate to 9% in 2022 and 5% in 2023, 
and the fiscal deficit to 3%, and then to ensure that inflation and the State budget deficit do 
not exceed this indicator. 
• 
In doing so, completing transformation processes in commercial banks with a 
state share, releasing the private sector's share of bank assets to 60 percent by the end of 
2026; 
• 
From 2023, the rate of the value-added tax will be reduced to 12%, and the 
profit tax rate will be reduced to 15% in business areas such as banking, finance, and 
telecommunications.

• 
The Ministry of Finance, together with the State Tax Committee, will submit to 
the Cabinet of Ministers a draft law providing for amendments and additions to the Tax Code 
of the Republic of Uzbekistan by September 1, 2022; 
• 
Taking measures to increase the energy efficiency of the economy by 20% 
and reduce the amount of harmful gases released into the air by 20% by 2026 by actively 
introducing green economy technologies to all sectors.
