activities of other social institutions, public organizations, self-governing bodies, and state 
organizations in preventing, putting an end to lack of control and neglect of minors are further 
improved, their tasks and powers are clearly defined, and they are carrying out a number of 
activities. As a proof of our opinion, a number of reforms are being implemented in order to 
make our young people mature, mature and perfect people, including the President of the 
Republic of Uzbekistan Shavkat Mirziyoyev's January 19, 2022 "Fundamental improvement 
of the system of working with youth in the neighborhood" according to the decision PQ-92 
"on measures" to introduce new management mechanisms for working with young people, 
to create a vertical system of working with them, to solve youth problems directly in 
neighborhoods, to provide spiritual, educational and training in educational institutions in 
order to further increase the efficiency of work, the position of neighborhood youth leaders 
was introduced in each town, village, village, as well as in each neighborhood in cities, 
towns, and villages.

Youth leaders are instructed to meaningfully organize the free time of the youth of 
the neighborhood, popularize national folk games and sports among young people, 
implement youth festivals and other cultural and educational events, educate young people 
in the spirit of patriotism and their intellectual maturity and ensuring their spiritual 
development, systematic work with young people who have a tendency to commit crimes, 
helping social-pedagogical rehabilitation and adaptation of young people released from 
penal institutions and returning from specialized educational institutions will give. As a logical 
continuation of these reforms, we can mention that great attention is being paid to the 
elimination of neglect and lack of control of minors, immoral and illegal actions arising among 
them. Among them, the Law No. ORQ-263 of the Republic of Uzbekistan dated September 
29, 2010 "On Prevention of Unsupervised and Offenses Among Minors" was adopted. In 
accordance with this law, it is necessary to prevent minors from being unsupervised, 
neglected, committing crimes or other anti-social behavior, to identify and eliminate the 
causes and conditions that enable them, to protect the rights, freedoms and legal interests
