Today, the Ministry of Higher Education has significantly increased the quotas for 
admission to higher education institutions in 2016 in order to shape the youth of Uzbekistan 
into potential, cultured, educated and mature individuals. 
During the execution of the decision, many young people lost their happiness as 
students. But in the process of ensuring the implementation of this decision, a number of 
problems arose in practice. In higher education institutions, there is a shortage of specialist 
pedagogues in specialized fields, insufficient teaching manuals, and the need to create 
conditions for them to ensure the effectiveness of pedagogues. The lack of national literature 
for pedagogues in the newly established departments specializing in certain subjects, and 
even if there is no opportunity to use them, is one of the problems arising in higher education 
institutions. 
Along with solving these problems, it is necessary to improve the activities of 
pedagogues, to organize the education system at the level of today's requirements. It 
defines a number of requirements for pedagogues working in higher education institutions 
in training and formation of mature personnel: 
• the specialist is qualified, broad-minded, knowledgeable, able to deliver his 
knowledge to mature students, use innovative technologies to keep pace with 
today; 
• that the teacher has developed pedagogical skills; 
• through the teacher-student tradition, the professor specifies requirements 
such as creating a basis for organizing the activities of pedagogues and 
young practicing teachers in cooperation. 
Unfortunately, in practice, we also meet pedagogues with low scientific potential who 
do not meet the requirements. In many cases, there are educated, highly educated 
pedagogues, but there are also pedagogues who cannot fully convey their knowledge to 
students. Solving problems creates a basis for improving the quality of education.
