Government and Public Services
In 2011, the UK Government created the Government Digital Service (GDS) to sit within the Cabinet Office. It was created to 
implement the then Government’s “digital by default” strategy. The core purposes of GDS were to:
• Save money 
• Centralise information via a single website.
• Improve the user experience of Government.
In 2017, the UK Government announced its intentions to transform its operations in the Government Transformation Strategy, 
which sought to use technology to transform Government, making it more responsive to change and the needs of citizens, and 
putting more power into the hands of the citizen.
By the end of 2020, the Government plans to have delivered at least 86 digital services using an end-to-end structure where 
members of the public can follow simple step-by-step online processes to achieve their goals. Not only is this an example of 
positive digital change, it also demonstrates the power of digitisation to make people’s lives less stressful and more 
straightforward.
The Government has also adopted a structure for user verification, known as Gov Verify, which allows people to access 18 key 
central government services, including checking income tax on HMRC and claiming for a redundancy payment via the Insolvency

ice. Unifying user authentication systems might seem like a small, routine change, it’s actually a major structural development 
that has delivered added convenience for users and, for example, has encouraged people to check their tax codes for accuracy.
One key challenge for the Public sector is responding to demands for remote working. By the end of 2020, the Government expects 
70 per cent of departments to comply with the Smart Working Code of Practice written up by the British Standards Institute
—which 
means they will need to update their technology to support flexible working for civil servants. (TechRadar, 2019)

Regarding the aggregate fee by service or subsegment, Digital and Tech consulting top the rank with a 28% followed by operations 
with a 11%. In terms of the digital sector, Financial Services and Public Sector are the most representative with a 28% and 25% 
respectively within the digital and technology service line.

Figure 15 reflects the main subsectors classified 
by revenues (Billions). It is possible to see by far 
financial sector is the most attractive market 
followed by public sector. Telecommunications 
comes fourth and pharma the eight one by 
revenues.

The general trend for fixed-line network access and call revenues has been a decline since 2008, although there have been slight 
upward trends during the time period in consideration. There has been a significant decline from fixed-line networks to mobile 
networks, and also huge drop in revenues for SMS and MMS messages on mobile networks. The annual retail revenue from data 
services have been somewhat volatile. However, the general annual retail revenue for mobile networks in the UK have definitely 
been on the rise. 
Regarding this data, the TMT sector will invest in operations and process improvements because of the drop in revenues, trying to 
adjust and reduce costs in operations to be more competitive in the market. TMT is the fourth sector in UK in terms of expenditure
