INTRODUCTION
Modern approaches to teaching foreign languages are aimed at the formation of a multicultural personality through the development of a foreign language competence, abilities of representatives of different linguistic cultures and communication entities to effectively interact with each other. Can't be over emphasized huge information and communication potential of modern mass media. Working with foreign media services is aimed at the formation of lingua sociocultural competence, skills intercultural communication within the international community. The main task of the mass media is to convey various kinds of information - verbal, sound, visual, using the principle of broadcasting channel. The media include such traditional means of transmission information such as the press, radio and television, and relatively new forms of we communicate with a mass audience in the form of Internet resources, successfully replacing all of the above with online versions of well-known newspapers and magazines, news agency websites. With all the variety of forms and methods of presenting information, a wide to the public, the newspaper is a key component in the overall media complex. This is primarily due to the fact that the newspaper is the oldest means of mass media, in which the formation of fundamental categories of journalistic style, characteristic of the language of periodic print. In addition, it is associated with the widest daily access nobility of the newspaper. Thus, the text array of the newspaper is still noticeably surpasses all other media. This current research work to a certain extent serves to fulfill the tasks outlined in the Decree of the President of the Republic of Uzbekistan No. PP - 2909 “On measures for the further development of the higher education system” of April 20, 2017, [2, 56] in the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 610 of August 11, 2017 “On measures for further improvement of the quality of teaching foreign languages in educational institutions” and other normative legal documents adopted in this area. As well as, «About further improvement of the activities of the fund of the President of Uzbekistan ‘Istedod’ in the field of аdvаnced training of promising young pedagogical and scientific personnel” was signed on July 27, in 2017 under number 51/21. [3, 11] This fund gives а chаnce for volunteers to study аbroаd аnd to get bachelor, mаster аnd PhD degrees, summer courses аnd other free courses. Аll services аnd study in foreign countries аre completely free аnd for аll services аre pаid by the government. [4, 3] National Information Agency of Uzbekistan, the National Television and Radio Company of Uzbekistan, Uzbek Agency for Press and Information, with the assistance of the media, as well as in cooperation with the Public Fund for Support and Development of Independent Print Media and Information Agencies of Uzbekistan, the National Association of Electronic Mass Media, the National Association of NGOs of Uzbekistan to ensure extensive explanation of the aims and objectives of this Decree in the media, including the Internet, it aimed at deepening democratic reforms, formation of a strong civil society, as well as the development of open direct dialogue between government bodies and the public in order to protect human rights and freedoms, human well-being, meet the immediate needs and interests of citizens, the rule of law, rule of law and justice in society, peace, interethnic and civil consent in the country. [1, 70]
