  • When registering for one of our programs, please advise a customer service representative of any medical, behavioral or special needs information that we should be aware of.  
  • To ensure your child’s safety, parents/legal guardians are required to complete a Participant Information Form per child, prior to attending the following registered care programs:
  •  • After-School Programs
  •  • Camps
  •  •  Early Years Programs more than one hour in duration
  •  • Professional Activity (PA) Day Programs. 
  • The form ensures staff have your emergency contact information and authorization on who may pick up your child at the end of program.

  • Registered Participants
  • Registered programs are intended solely for the individual client that is registered in the program.  Programs “with caregiver” require a parent or caregiver of at least 14 years of age to directly supervise the participant that is registered and actively participate in the program.
  • Participant Attendance Policy 
  • If you can’t go, let us know! Parks, Forestry and Recreation programs are popular and many have waiting lists. If you are unable to attend the program you registered for, contact your local community centre or call 416-338-4386 so the spot can be offered to someone else.
  • If you (and/or your child/dependant) does not attend the first class of a program with a waitlist and you have not notified us, you will be contacted and asked to confirm attendance in future classes. 
  • If you (and/or your child/dependant) does not attend the first two classes of a program with a waitlist and you have not notified us, you will be contacted and advised that the participant will be withdrawn from the program.

  • A fee subsidy for Toronto’s recreation programs
  • The City of Toronto’s Welcome Policy provides a fee subsidy to help low income individuals and families who live in Toronto access City-operated recreation programs. If you are approved for Welcome Policy, you will receive an annual financial subsidy that can be spent on any of the wide variety of high-quality recreation programs offered by the City throughout the year.

  • To be an Applicant (Main Contact on Application Form), you must be at least 18 years of age or older.

  • Individuals and families living in Toronto who are approved for Welcome Policy will receive the following annual credit: 
  •  • Children and youth (0-24 years old): $526 
  •  •  Adults and older adults (25 years+): $244 
  • Note: the credit amounts are effective for one year and are adjusted to align with future increases in program fees. Visit  for the most current amounts and to view your balance online.

  • How do I get a Welcome Policy Application Form?
  • 1.   Call the Welcome Policy application line at 416-338-2000 (TTY: 416-338-3195) and an application form will be mailed to you.

  • 2.   Pick one up at any City of Toronto recreation centre.

  • Once your Welcome Policy application has been approved, a confirmation letter will be mailed to you, which will include your confidential family PIN number and client number(s).  You will use these numbers to register for recreation programs.

  • How to use Touch Tone Registration

    • • Dial 416-338-0000 and listen to the entire voice instruction menu.
    • To register for a course:
    • 1  Press 1.
    • 2   Enter Client Number slowly, then press the Pound Key.
    • 3  Enter Family Number, then press the Pound Key.
    •   The system will tell you if you have a balance owing on your account. If you have an account balance owing, you must pay off this amount after you have registered for your programs, even if these programs have no fees or you will lose your registrations.
    • 4  Press 1 again, to register for a course.
    • 5   Enter Program Code, then press the Pound Key. The system will read back the course and location you have selected, and ask you to choose one of the following:
    •  Press  1  To register for the course. Press  2  To select a different course. Press  9  To return to the main menu.

    •  Press  0   To speak to a customer service representative (payment on balance required to secure your registrations first).
    • 6   Press 1. The system will say, “You have registered successfully.”

    • You will then be asked to press:

    • 1 To register for a new course (for the same client).
    • 2  To register a new client (repeat steps 2-6).
    •  3   To make a payment (for the course in which you just registered and any balance owing).
    • 9 To return to the main menu.
    •  0  To speak to a customer service representative.  If you press 0, and you have an account balance owing, your registrations will not be recorded, even if you heard “You have registered successfully.” This includes free programs.

    • Star Key to exit the system. 
    • If you press the Star Key, wait and listen to the message.  Press the Star Key again only if you have no balance owing and your course is free.  If you have an unpaid balance owing and press the Star Key, instead of 3 to make a payment, you will lose your registrations, even if you heard  “You have registered successfully.”
    • 7  Press 3 to pay after you have registered all programs for all clients.
    • 8  After you press 3, you will be asked to enter your American Express, MasterCard or Visa number, then press the Pound Key.
    • 9  You will then be asked to enter the expiry date, then press the Pound Key.
    • 10  You can now press the Star Key to exit the system, as you have successfully completed the registration process.  If you wish to speak to a customer service representative at this stage, press 0. You will not lose your registrations at this stage, if you’ve made a payment.

    • Community groups have the opportunity to receive a free group listing in the FUN Guide. See below for eligibility.
    • •  A community group or not-for-profit organization must be able to provide a not-for-profit registration number or a written recommendation from Toronto Parks, Forestry and Recreation staff verifying its status.
    • •   The sole purpose of the organization is to provide leisure programs, activities and/or services that are recreational, and/or instructional in nature.

    • Community centres represented by these two organizations offer a broad selection of programs and services including sports, recreational and social activities for children, youth, adults and seniors as well as language classes, legal aid clinics and counselling groups, home support programs such as Meals on Wheels and more. These centres are supported in part by the City of Toronto. Many programs are free; others charge only a nominal sum based on ability to pay. 
    • Our community centres rely on volunteers to direct the work of the agencies as well as to help provide their community-oriented programs and services. Please consider investing in your community. Most centres provide orientation classes and support staff, so enthusiasm - not experience - counts.
