Germany is one of the major trade and economic partners of Uzbekistan in Europe. In 2017, the bilateral trade between Uzbekistan and Germany made up more than 613.2 million U.S. dollars, in Jabuary-Novemper of 2018 - 712,1 mln. U.S. dollars. The financial and technical cooperation between the two countries compounds more than 329.9 million euros.
There is a huge interest for learning of German culture and language in Uzbekistan. The German language is the second most popular foreign language, which studied nationwide. Presently, in the field of the higher education, partnership relations are established with more than 30 higher establishments of Germany. The exchange of students, specialists and teachers is being carried out. The current partnership relations between Tashkent and Berlin, Samarkand and Bremen, Bukhara and Bonn play an important role in the development of cultural and humanitarian relations. The relations of Uzbekistan with Spain are developing dynamically. Spain is a prospect and reliable partner of the Uzbekistan in Europe as well as on the international arena, as a whole. In January 2003 and May 2009 there were a visit of the First President of the Republic of Uzbekistan Mr. Islam Karimov to Spain. According to the invitation of Spain’s Minister of Foreign Affairs José Manuel García-Margallo, delegation of the Republic of Uzbekistan headed by Minister of Foreign Affairs visited Spain on November 4-7, 2013. During the visit conducted inter ministerial political consultations at the level of foreign ministers. Foreign Minister José Manuel García-Margallo visited Uzbekistan on April 20-22, 2014. November 12-15, 2017 was organized visit of Minister of Foreign Affairs of the Republic of Uzbekistan to Spain. At the Uzbekistan State University of World Languages is operating Spanish Faculty. Active cooperation is developing between the University of World Languages and universities of Madrid, Granada, Alcala de Henares and Malaga. Uzbekistan considers Italy as a long-term and prospective partner in Europe. The foundations of the Uzbek- Italian relations were laid during the official visits of the First President of Uzbekistan Islam Karimov to Italy in June 1996 and November 2000. In May 1997 the Italian President O.Scalfaro paid a return visit to Uzbekistan. The two countries maintain a regular dialogue on foreign ministries level. The fifth round of political consultations at ministerial level was held in Rome in November 2015. “Uzbekistan-Italy” Inter-Parliamentary Cooperation Group has been operating at the Oliy Majlis of Uzbekistan since 2011. Meanwhile, “Italy –Uzbekistan” Friendship Group was established at the Chamber of Deputies of the Italian Parliament. In June 2012, the Legislative Chamber of Oliy Majlis of Uzbekistan and the Chamber of Deputies of the Italian Parliament signed a Memorandum on Cooperation. Since 2009 the Turin Polytechnic University has been operating in Tashkent. In January 2013 the Khokimiyat of Samarkand city and the Administration of Florence province signed an Agreement on Friendship and Cooperation. France is one of the important European partners of Uzbekistan. State and official visits of the First President of Uzbekistan Islam Karimov to France hold (1993 and 1996), state visit of French President Francois Mitterrand to Uzbekistan (1994). Meeting between the President of Uzbekistan Islam Karimov and French President Jacques Chirac hold in June 1996 in the framework of the Summit of heads of EU state in Florence and in November 2002 NATO/EAPC Summit in Prague. The bilateral relations have gained further dynamics after the visit of the Foreign Ministers of France L.Fabius and J.-M.Ayrault to Uzbekistan in March 2013 and April 2017 respectively as well as the visit of the Minister of Foreign Affairs of Uzbekistan A.Kamilov to France in October 2012, November 2014 and March 2017. Between foreign policy departments of two countries ten rounds of political consultations were carried out. The last round took place in April, 2017 in Tashkent. In 2008 the inter-parliamentary group on cooperation was established at the Senate of the Oliy Majlis of the Republic of Uzbekistan, and since 2010 the Group of Friendship "Uzbekistan-France" functions at the Legislative chamber of the Oliy Majlis. The inter-parliamentary group "France-Central Asia" and the Group of Friendship "France- Central Asia" were established at the Senate National Assembly of France. An Agreement on cooperation between the Ombudsman of Uzbekistan and the Defender of the Rights of France was signed in June 2008. France is one of important trade partners of Uzbekistan in Europe. In 2017, bilateral trade totaled USD 251,6 million. The Association for the Art and History of Temurids Epoch, as well as the "Avicenna-France" Association have been successfully functioning in France. A number of universities of Uzbekistan have signed cooperation agreements and protocols with leading universities of France. On December 16, 1991, Turkey recognized the independence of Uzbekistan one of the first countries. Diplomatic relations were established on March 4, 1992. Since April 1992, the Embassy of Turkey in Tashkent has been functioning, since May 1993, the diplomatic mission of Uzbekistan in Ankara has been functioning. The First President of the Republic of Uzbekistan I.Karimov paid official visits to Turkey four times (1991, 1994, 1995 and 1998). On October 25-26, 2017, the state visit of the President of the Republic of Uzbekistan Sh.Mirziyoyev to Turkey was held. The Presidents of Turkey repeatedly visited Uzbekistan: T.Ozal (1993), S.Demirel (May and October 1996, 1999), A.N.Sezer (2000) and R.T.Erdogan (2016). Turkish Prime Ministers S.Demirel (1992), T.Chiller (1995), M.Yilmaz (1998) and R.T.Erdogan (2003) also visited Uzbekistan. In October 2003, the Minister of Foreign Affairs of Uzbekistan S.Safaev paid an official visit to Turkey. In August 2014, the Minister of Foreign Affairs of the Republic of Uzbekistan A.Kamilov took part in the inauguration ceremony of Turkish President R.T.Erdogan. Turkish Foreign Ministers also visited he Republic of Uzbekistan: Kh. Cetina (1994), I.Zhema (2000, 2001), A. Davutoglu (2014), M.Cavusoglu (2016) within the framework of participation in the 43rd session of the OIC Council of Foreign Ministers in Tashkent (March 2018) as part of the participation in the International Conference on Afghanistan in Tashkent and (April 2017) for political consultations. Nine rounds of inter-ministerial political consultations were held (9th round - March 19-20, 2018 in Ankara). On October 14, 2017 Inter-Parliamentary Group of the Oliy Majlis of Uzbekistan in cooperation with the Grand National Assembly of the Republic of Turkey was formed and it is headed by the first deputy chairman of the Senate S.Safoyev. Turkey is one of the largest trade partners of Uzbekistan (it takes the 4th place after Russia, China and Kazakhstan). As a result of 2017, the volume of Uzbek-Turkish trade reached $ 1.5 billion. We also discuss issues of good governance such as the rule of law and guaranteeing civil and political rights. Exchange Programs PAS administers a variety of educational exchange programs, including the prestigious Fulbright program. Large numbers of students come to the U.S. each year to take advantage of our advanced and specialized educational programs.
