ҳамкорликни ривожлантириш ва чет эллик талабаларни жалб қилиш салоҳиятига 
эга. Бироқ, бу имтиёзларни амалга ошириш учун пухта режалаштириш, давлат 
томонидан қўллаб-қувватлаш, тенглик ва фойдаланиш имкониятига содиқлик 
муҳим аҳамиятга эга. Халқаро стандартларга мослашган ҳолда, Ўзбекистон ўзини 
Марказий Осиёда сифатли таълим маркази сифатида кўрсатиши ва иқтисодий 
ривожланиш ва жаҳон миқёсида тан олиниши йўлида муҳим қадамлар қўйиши 
мумкин.
