After the end of the Second World War, no country in the world joined the United States. Many countries have not opened military bases. According to the American historian Joseph Gerson, the history of the United States can be considered a period of struggle for military bases.
The first military bases outside the United States began to appear at the beginning of the 20th century, after the victory of the United States in the Spanish-American War.
During World War II, the United States had military bases in Iceland, North Africa, and the Indian Ocean, using them to win the war against Japan and Germany.
After World War II, U.S. troops also had permanent bases in Germany, Italy, France, western Japan, and the southern part of the Korean Peninsula, some of which still exist today. After the Korean War, US bases in Korea and Japan remained permanent. Even today, the most bases of the United States of America are located in Germany, Japan and South Korea.
After the United States granted independence to the Philippines in 1946, it maintained many of its military bases in the country. After the start of the Cold War, the United States began large-scale negotiations with its allies on the possibility of deploying military forces on their territories.
By 1960, the United States had signed 8 military cooperation agreements with 42 countries and entered into separate similar agreements with 30 other countries. This gave the USA the right to place its bases in these countries under certain conditions.
Military bases played a dual role:
In 1949, the NATO bloc was created, in the first stage it included 12 other European countries in addition to the United States. By 1960, they were joined by West Germany and Turkey. In 1951, the United States signed a security treaty with Australia and New Zealand. Bilateral agreements on the location of military bases were signed with the Philippines (1951), South Korea (1953) and Japan (1960).
These bases played a dual role: on the one hand, they had to resist the aggression of the Soviet Union and China, and on the other hand, they strengthened the US military forces in strategically important regions of the world.
Currently, the US is trying to create a network of military bases in the Middle East. During the Cold War, there were almost no military facilities there. In Kuwait, one of the main allies of the United States, the first American military bases appeared in the early 1980s. After the Persian Gulf War of 1990-1991, when the Iraqi forces occupying Kuwait were defeated by the international coalition, large-scale US military bases began to appear in the region.

According to the concept of foreign political activity of the Republic of Uzbekistan adopted in 2012, the Republic of Uzbekistan does not participate in military-political blocs in accordance with the Law "On International Agreements of the Republic of Uzbekistan" and the Military Doctrine of the Republic of Uzbekistan.
The Republic of Uzbekistan reserves the right to withdraw from any interstate structure, if this structure is turned into a military-political bloc, and also does not allow military bases and facilities of foreign countries to be placed on its territory.
According to the above-mentioned concept and the Law of the Republic of Uzbekistan "On the main principles of the foreign political activity of the Republic of Uzbekistan", military bases not only of the United States, but of any other foreign countries are not and cannot be located on the territory of Uzbekistan.
A military base is a specially equipped, strategically convenient area; troops stationed in it with weapons, ammunition, food stocks and other material means necessary for combat and daily activities.
Military bases are divided into missile, aviation, naval and general purpose bases. Today, many major countries have their military bases in different countries. The leadership of Uzbekistan announced that there will be no military base of any foreign country on its territory.
Therefore, it is not clear how the new center may differ from military bases and what its activities and military powers will consist of.
However, it is said that the main focus will be on maintaining peace in Afghanistan and Central Asia.
It is not known where in Uzbekistan the new center will be opened. After the 2005 Andijan massacre, the Uzbek government expelled the US military from the Khanabad base near Karshi.
However, the "Kokaydi" base in Surkhandarya, which is used by most of the Germans, has never stopped its activity.
Today, Uzbekistan, which connects Afghanistan with the outside world with the help of a single railway and has a convenient highway, is expected to remain an important country even after the withdrawal of NATO forces from Afghanistan.
BBC Uzbek Service interviewed Yelena Chernenko, one of the authors of the article titled "Central Asia is being divided by bases" in "Kommersant" and said that Uzbekistan will not allow the opening of a foreign military base, while the US military He asked how confirmed the news about the opening of the center was. Yelena Chernenko: According to our sources close to the Ministry of Foreign Affairs of Uzbekistan, negotiations on this topic have begun. In the last three meetings with the political and military officials of the USA, the Uzbek side discussed this issue. Recently, Robert Blake came to Uzbekistan. BBC: The Uzbek government expelled the US military from Karshi after the events of Andijan. In other words, from the point of view of credibility, why is Washington choosing Uzbekistan again to open a military center?
Yelena Chernenko: First of all, American forces are withdrawing from Afghanistan, and Uzbekistan is the most important country as the northern corridor. This corridor will not work without Uzbekistan. Because the only railway in Afghanistan passes through Uzbekistan. After the withdrawal of NATO forces in 2014, America understands the importance of strengthening relations with Uzbekistan so that the situation in the region does not deteriorate. Therefore, it seems that Washington is making a compromise with Tashkent.
BBC: Even recently, President Karimov said that no foreign military base will be opened in Uzbekistan. If the large military center that is being talked about now opens, how will it differ from a military base? That is, what kind of military center will it be?
Yelena Chernenko: There are terminological differences here. In fact, President Karimov said this and the Parliament of Uzbekistan confirmed the same position. US representatives also said that they will not open a long-term military base in Uzbekistan. But according to observers, its name will not be a military base, but rather a rapid action center. This name can be changed, but only the word "base" is used. Otherwise, there will still be American troops and weapons in this center in Uzbekistan. It is said that this center is important only in the vicinity of Afghanistan, for constant readiness. They say that this base is not being opened against Russia or China, but only to avoid any conflicts in the region.
