provision of working conditions for scientific youth has not been thought out; first of all, 
financing does not provide adequate equipment for workplaces, as well as scientific internships 
in large scientific centers. 
Kazakhstan’s People are a dynamic and young nation: every second resident of the 
republic is younger than 30 years old. The future of Kazakhstan is connected with the level of 
development of Kazakhstan youth, its integration into society, the foundations of which are laid 
in the present. 
The priorities of youth policy are one of the key objectives of the Strategy “Kazakhstan 
- 2050”, initiated by the President of the Republic of Kazakhstan - Leader of the nation N.A. 
Nazarbayev. 
Today, the country sets itself new large-scale tasks for social modernization, accelerated 
innovative industrialization and economic integration. Having consolidated the achievements 
of 20 years of independence, Kazakhstan intends to confidently move towards the goal of 
becoming one of the 30 developed countries of the world in the third decade of the 21st century. 
Under these conditions, great hope and responsibility are assigned to young people who 
have to continue the baton of creative affairs of the older generation, raise the bar of national 
competitiveness even higher, and ensure Kazakhstan prosperity and international recognition 
in the 21st century. Such a mission is only possible for professionally educated, physically and 
morally healthy, competitive, patriotic and socially responsible youth. In this regard, the state’s 
priority task is to adapt the state youth policy to the requirements of the time in which young 
people become an important factor in Kazakhstan’s competitiveness. 
The transition to an innovative economy actualizes the task of shaping the innovative 
behavior of Kazakhstan youth. Youth is not curious about everything that she associates with 
yesterday. Therefore, due to their susceptibility to everything new, adaptability to life changes, 
creative intellectual energy and readiness for socially active activities, young people should 
become a conductor and accelerator of introducing new ideas, initiatives and technologies into 
practice. The progress of Kazakhstan’s science, especially the natural, technical sciences, 
should be connected with it. The path of youth to science is the path to the future. 
Kazakhstani youth is a generation with improved access to knowledge, experience, 
technology and resources in order to make the best contribution to the development of their 
country. 
The most effective innovative infrastructure of the country should be created in the 
following areas: 
• stimulation of research. 
• finding small grants for commercially promising scientific developments. 
and also deal with the management of intellectual property created in the laboratories of 
the university: 
• preparation of documentation for the protection of intellectual property; 
• financial support for the patenting process; 
• strategic planning of product promotion to licensing; technology market marketing; 
• legal assistance in drawing up license agreements and concluding contracts; 
• management of licenses, options and other intellectual property agreements. 
Science and innovation continue to be one of the key global priorities for improving 
competitiveness and economic growth. 
To become one of the 30 most developed countries of the world is one of the most 
important goals for Kazakhstan set by the First President of the country - Leader of the nation 
N. A. Nazarbayev in the Strategy “Kazakhstan-2050”. Only developed domestic science and 
highly qualified personnel will allow us to effectively solve the problems of building a 
knowledge-based economy, knowledge economy as the basis of the country's competitiveness 
on the world stage.
