Management policy
Conflicts are minimized by setting aside large tracts for production of one species. However, trees of little commercial value may enrich the ecosystem by their fixation of atmospheric nitrogen. Furthermore, monocultures are susceptible to epidemics of pathogens and out breaks of pests. The ecological conclusion: a mix of species will be the best investment for long-term yields.
A commercial forest under a clear-cut management policy is likely to produce water high in silt and nutrients. It does not lend itself to recreation, although certain species of wildlife may thrive during the regrowth stages. Balanced use of forests requires some segregation of users.
Under the four-way plan, most remote and hilly areas would be designated as wilderness or biospheric reserves. Access would be limited, protecting wildlife and water quality as well as reducing the danger of anthropogenic forest fires.

National forests
Other areas, with especially interesting natural or historic features, would be national or state parks with visitor facilities and programs. National forests would also have some recreational opportunities, including hunting, but they would be a major source of timber harvested on a sustained yield basis under close government supervision.
There are many subjects that will be investigated at the forest research centers. One that deserves more study is the role of forests in climate control. Deforestation changes the local climate but we must also know if it changes the global climate by increasing surface reflectivity or the atmosphere concentration of carbon dioxide. A related subject that should be more intensely examined is the effect of urban trees on pollution from industries and transportation. We know that city air is lethal to some species of trees but we do not know how much protection we get from trees that do survive in cities.
