it is the responsibility of the owner to identify the required specifications 
of the project, strictly achieving its objectives. 
The selection of the contractor or the manufacturer is one of the most 
important and most serious responsibilities of the owner or representatives 
of the owner.
Firstly, the owner starts the selection of the Engineering Office and 
then, at the start of execution, the owner has to choose the contractor, 
as these two selections are the most important factors and fundamental 
to the success of any project. Therefore, it is the responsibility of the 
owner or his representatives to gather enough information about the 
engineering office and the contractor and ensure from their previous 
work experience that they have performed the same project before. In 
the vital project, the owner can review the financial situation and make 
sure that the company is able to fulfill their obligations to the delivery of 
the project. 
7.5 Project Quality Control in Various Stages
The project has been defined as a set of activities that has a beginning time 
and a time to be finished. These activities can be different from one project 
to another depending on the project. There are cultural projects or social 
projects, such as the literacy project, projects in engineering, such as the 
establishment of a residential building in an office, hospital, or the con-
struction of a full apartment, or industrial installations, which are con-
struction projects for roads, bridges, or railways. There are also irrigation 
projects and projects called civilian, but here we will focus on construction 
projects and, specifically, oil and gas projects. 
Construction projects vary from one project to another depending 
on the size and value of the project. Therefore, the degree of quality con-
trol varies depending on the size of the project, especially in developing 
countries. Quality control may be sufficient in small businesses, but the 
contracting companies or small engineering offices that are aimed at the 
international competition are also increasing the quality of the projects, 
which increases the total cost of the project.
