4.2.9.3. Metering converters must have accuracy class 0.2. 
4.2.9.4. In case of the communication between an individual facility and control centre of the 
JSC EMS, protocol IEC 60870-5-101 is used. In case of the communication between a 
control centre of the transmission system user that manages more facilities and control centre 
of the JSC EMS, protocol IEC 60870-6 (TASE.2) is used. 
4.2.9.5. Connection/inter-connection to telecommunication system of the JSC EMS is done 
through the optical system of the transmission type SDH.  
4.2.9.6. The transmission system user must provide for the JSC EMS reliable access to output 
data in real-time. These data must be provided for: 
- voltages; 
- currents; 
- flows of active and reactive power; 
- frequency; 
- position of the regulatory switch of the transformer’s voltage regulator; 
- information on the status of switchgear; 
- alarm signals; 
for all elements in the facility of the transmission system user categorised in the first, second 
and third group of Categorisation, as well as those directly connected to the mentioned 
elements.

4.2.10.1. Transmission system user must declare its control centre for the facility subject to 
application for approval of connection to the transmission system. In terms of management, 
subject centre shall be subordinated to the line control centre of JSC EMS. 
4.2.10.2. Control centre of the transmission system user must be in constant operation. 
4.2.10.3. Transmission system user shall provide remote control directly from its control 
centre for: 
- breakers 400 kV, 220 kV and 110 kV; 
- switches 400 kV, 220 kV and 110 kV; 
- positions of transformer voltage regulators 400/x kV, 220/x kV and
110/x kV (voltage control on the low voltage side of the facility as the 
prerequisite of voltage reduction); 
- breakers in low voltage facility (as the prerequisite for limiting delivery of 
electricity). 
4.2.10.4. Control centre of the transmission system user shall also possess: 
- at least two independent audio links with JSC EMS control centres (principal 
and backup); 
- fax or e-mail; 
- relevant supervision of the facility operations (according to the requirements 
from Item 4.2.9.6.).

4.2.10.5. Control centre of the distribution system operator, i.e. control centre of the facility 
which on the voltage levels below 110 kV has generation units of total installed power above 
5 MW, must possess equipment for real-time supply of data to JSC EMS control centre on 
total generation in the distribution system and/or facility.
