Report on the Implementation of the Russian Officer Resettlement Certificate Program

The Russian Officer Resettlement Certificate Program in
 Tambov Oblast 
The Russian Officer Resettlement Certificate program in the Oblast of Tambov started on January 13, 1995.  At the
time of the of the program suspension on May 31, 1995, 191 officers. had received certificates.  This represents 64
percent of the 300 officers who would have been housed under the terms of the MOU which was signed on
December 6, 1994.
Site Selection:
In Tambov Oblast the city of Tambov was selected to participate in this program, primarily because one of the
offerors had over two hundred units that were ready for immediate occupancy.  In addition,  the same builder had
another 150 units that would be available in the coming months.  The city of Tambov with a population of over
400,000 people has a large metallurgic plants, and with the availability of units, combined with the potential for
employment in the metallurgic plants the city of Tambov in Tambov Oblast was chosen.  The administrative center,
Tambov, chose not to participate in the program because they were not able to satisfy the terms of the program,
specifically,  the availability of a large supply of units in the near future.  However, with the Pricing Center in the
Oblast's administration Department of Construction, pricing data would be supplied from Tambov city.
Bank Selection:
None of the ISBs had affiliates or branches in Tambov, though Menatep had a branch in the city of Tambov.  The
New Construction Program  (administered by Ralph Parsons Co.) was building units in Tambov and used Menatep
to do their banking.  However, in the Certificate Program the bank plays an integral role in the briefing of officers as
well as processing officers from certificate issuance through to the purchase of their units.  We, therefore, were
looking for a bank that could take on  this role that would be immediately accessible to the officers and a bank that
could have regular contact with the administration of Tambov.  Tambovcreditprombank selected on the
recommendation of the administration of the city of Tambov and approved by Minstroi.
In the subcontract signed between the bank and Abt Associates, Tambovcreditprombank would receive $ 1,000 for
every processed officer.  For the 188 officers who have closed on their units, the bank has received $188,000 in
payment.
A modification to the subcontract was signed adding a new task : verification of officer occupancy of their units. 
The bank will receive $ 3,000 dollars to do this additional work.  To date they have verified that 102 officers have
moved in.

Certificate extensions and cancellations
Within one month of receiving their certificates, officers had to find a housing unit, negotiate the price, and sign a
presales contract  with the offeror or owner of the unit. This contract defined the terms and conditions of the sale,
and committed both the buyer and the seller to complete the purchase transaction within three months.
Occasionally the officers were unable to sign the presales contract within one month of having received their
certificates.  The bank, on behalf of the officers applied to Abt associates Inc. to have the one month deadline for
signing the pre-sale contract extended, and Abt Associate gave the bank the decision after consulting with USAID. 
Usually an extension was requested if the officer was unable to return from the Baltics in time to sign the pre-sale
contract.  When an officer was granted such an extension, the officer still had to sign the final closing contract
within four months of  receiving the certificate.  Since most of the available units were at or near completion, the
officers were able to sign the pre-sales contract soon after receiving their certificates.  
If the builder was unable to complete the unit on time, or if the builder backed out of the pre-sales contract, the
officer would be granted an extension of the four month deadline to close on a unit.  Again an application for
extension was submitted by the bank and the decision reached after consulting with USAID.  The mayor of Tambov
delayed issuance of certificates of occupancy (State AKT) for a number of buildings because the city had not
received payment from the federal budget for off-site infrastructure work connected to the New Construction
program. This delayed the completion of a number of buildings, hence the large number of 4-month extension.
Of the officers who received certificates in Tambov
3 certificates were canceled
1 officer had his one month search period extended
20 officers had their four month certificate duration extended.

Issues
Non-ISBs 
The fact that no ISBs were available required a more thorough review of the bank’s proposal.  Tveruniversalbank
was advised as were the administrations of Tambov.  Initially a site without an ISB was given  a lower priority,
however, with the large number of units immediately available, we decided to work  with Tambovcreditprombank
after receiving approval from Tveruniversalbank and Minstroi.
Possibility for conflict between the Voucher and the New Construction Programs
Initially, Tambov and Engels was not reviewed as a possible site, because the Oblast of Tambov had expressed its
support for the New Construction Program.  Having the two programs on the same site could have been 
problematic, if  the all the officers who would be interested in being housed in Tambov were housed under the
Certificate Program.  However, the city of Tambov  was  committed to executing the Certificate Program, and we
found Tambov to be a popular site with officers.
Shared participation contracts and its repercussions vis-a-vis BTI registration.
The main developer in Tambov , signed shared participation agreements with the officers.  The shared participation
closing contract was stamped by the Bureau of Technical Inventory  (BTI)  after the offeror had been paid its money. 
Therefore the BTI stamp was only placed on the officer’s and the offeror’s copy.  The bank was required to check
with the BTI office to verify that all the officer had been registered.  Since this was discovered after all the contracts
had been paid for, the payment procedures could not be amended to require a BTI stamp on the bank copy of the
signed closing contract.  This procedure was, however, implemented in the Tambov and Tambov Oblast.
The attached tables provide information on certificate issuance and closings in the Oblast of Tambov.
