CHAPTER 3. ANALYSIS OF RESEARCH RESULTS OF AGROTOURISM ATTRACTIVITY FACTORS


3.1 Description of the first stage of the study and analysis of qualitative data

In recent years, a number of measures have been implemented in our country to accelerate the development of tourism, increase the flow of foreign tourists. As a result, conditions are created for local and foreign tourists on the ground, and the tourist infrastructure of the regions is being improved.


Jizzakh region, as one of the regions with high tourism potential, is one of the developing regions with non-traditional types of tourism - ecotourism, agritourism and medical tourism.
The Jizzakh region is visited by an average of about 6 thousand foreign and more than 800 thousand local tourists per year. Today, there are 22 hotels, 7 hostels and 10 family guest houses in the Jizzakh region. It should be noted that, based on the high tourist flow, these accommodation facilities are not able to fully cover the tourists of the Jizzakh region. Taking this into account, there is a sufficient opportunity to improve the material conditions, the quality of life of the population, to support their entrepreneurial initiatives through the development of tourism. Particularly promising species are gaining momentum - extreme and mountainous, which include hiking, cycling, motorcycle tourism, autotourism, paragliding and hang gliding.
In this context, within the framework of the "Kar bir oila - tadbirkor" program, the State Committee for Tourism, in order to fully meet the demand for accommodation facilities in Arnasai, Bakhmal, Mirzachul, Gallaaral, Zaamin, Sh. houses.
Within the framework of the event, each house was visited, explanations were given on the procedure for creating family guest houses and benefits, and also attracted to receive a loan under the "Kar bir oila - tadbirkor" program.
As a result of the event, a list of more than 80 initiative persons wishing to create family guest houses in areas with high tourist potential in the Jizzakh region was formed, which was sent to the relevant organizations for the allocation of loans under the "Kar bir oila - tadbirkor" program, and a mechanism was introduced monitoring them.
There are many historical and archaeological sites in the Jizzakh region that arouse great interest among tourists. There are 372 cultural heritage sites under state protection, 42 of which are historical monuments and places of worship, 267 are archaeological, 63 are monumental monuments.

State reserves "Nurota" and "Zaamin", national park "Zaamin", Aydar-Arnasay system of lakes, 9 forestry and Kyzyl Kum desert are especially interesting for fans of ecotourism. On the territory of the region there are 72 thousand hectares of forest, more than 200 ecotourism objects, here you can find over 50 species of rare birds and animals, more than 1000 species of plants.
The attractiveness of the region is increased by ethnography, unique traditions and customs of the population of Zaamin, Bakhmal, Gallaaral, Mirzachul, Farish, Yangiabad, Sharaf-Rashidov districts and the city of Jizzakh.
The attention paid to improving the tourist infrastructure contributes to an increase in the flow of tourists to the region. So, in 2016, 4 thousand 119 foreign and over 28 thousand local tourists were served in 14 hotels, 2 motels, 9 guest houses, 20 campgrounds and 2 yurt camps of the region. And in 2017, the services of these tourist facilities were used by over 5,500 foreign and over 35,000 domestic tourists.
However, this does not mean at all that the region makes full use of the existing opportunities for the development of tourism. The remoteness of tourist sites from each other, inappropriate quality of roads, problems associated with transport, telephone communications, the Internet, interruptions in the supply of electricity and in the work of other communication systems, passivity in carrying out advocacy and a lack of specialists - all this significantly hinders further development tourism in the area.
In solving these and other problems, the Program of Measures for the Accelerated Development of the Tourism Potential of the Jizzakh Region in 2017-2019, adopted by the Cabinet of Ministers of the Republic of Uzbekistan on May 17, 2017, is of great importance. In accordance with this program, the region provides for the implementation of 48 projects for the development of tourism. To date, 22 projects worth 65.3 billion soums have already been implemented. As a result, 552 places for tourists' recreation were created at the involved tourist facilities, as well as more than 220 new jobs. In particular, in the village of Kurik, Zaamin district, a sanatorium "Azim-Zomin" for 250 places was built and commissioned, in the village of Kukzhar, Bakhmal district, a sanatorium for 100 places, in the city of Jizzak, Zaamin, Dustlik districts - modern hotels, on the banks of Aydar - Arnasai system of lakes in Farish region - 3 campgrounds and yurt camps, on the territory of mountainous regions - more than 10 guest houses.
This year, it is planned to implement 26 tourism development projects in the region with a total value of more than 85.1 billion soums, as a result of which about 300 new jobs will be created.
In accordance with the Program of Measures this year, work will be carried out to repair almost 180.3 kilometers of roads in the zones of ecotourism facilities, as well as roads leading to them, to improve the sanitary and hygienic state of roadside infrastructure. During the repair of roads in tourist places, places of pilgrimage and ecotourism zones, road signs will be installed, as well as special information panels in Russian, English and Uzbek languages.
The search for the further development of the tourism sector is actively continuing. To this end, work is underway on the implementation of projects to create, with the participation of foreign investors, tourist complexes in the Gallaaral and Sharaf-Rashidov regions with a total value of more than 220 billion soums. These projects include the construction of a modern motel, restaurant, parking lot, service points and an eco-park, as well as the creation of the Agro-City tourist infrastructure along the international highway.
It is expected that as a result of the implementation of such promising projects, scheduled for 2017-2019, the number of foreign tourists coming to the region by 2021 will exceed 20 thousand, domestic tourists - 100 thousand people.
Development in the field of such areas as ecotourism, agritourism, ethnographic tourism, fishing tourism, sports and health tourism and gastronomic tourism is important in providing jobs for the population of remote villages, creating an additional source of income for them.
In 20004-2005 a volunteer from Germany, while vacationing in this region, drew attention to the uniqueness of the natural landscape, archaeological sites and features of the original culture of residents of remote areas. He found residents who were ready to receive tourists in their homes, which became guest houses. The volunteer contacted Republican Scientific and Educational Consulting Center (RNUKTs) under the NC "Uzbektourism" request to help prepare the legal basis for the creation of a Limited Liability Company responsibility to combine several guest houses into an LLC and obtain a license for tourist activities. Since 2008, the Representative Office of dvv international has been providing support for guest houses located in the Farish region. This activity carried out jointly with the Republican Scientific and Educational Consulting Center (RNUKTs) at the NC "Uzbektourism". The educational component of the project was to conduct seminars that contributed to improving the qualifications of staff and the potential of guest houses. As a result, the owners of the guest houses decided to unite into one LLC organization.
Tabiati Farish. Today it includes 6 guest houses. Having united, they jointly solve the assigned tasks, but practice has shown the need for a specialist, who would provide consulting support on site, would study all the needs, problems, developed and implemented a strategy for the development of tourism in the region. Educated in the area Limited Liability Company "Tabiati Forish" together with the program of small grants in Uzbekistan, the Global Environment Facility is implementing the project "Development ecological tourism on the territory of Farish and Kyzylkum ". The project continues work to attract ecotourists here, improve the system of providing tourist services and hotel services As a result of joint activities, a website was developed nurotau.com. On the basis of the Republican Scientific and Educational Consulting Center of NDT "Uzbektourism" with the support of the Representative Office of dvv international for the owners of guest houses trainings were held: "Design of guest houses", "Development of excursion routes", "Legislative framework governing tourist activities", "Drawing up business plans and calculations "and others. In addition, 5 guides were trained from among young guys, living in the area (some of them are the sons of the owners of the guest houses). To everyone training manuals were prepared and translated into the Uzbek language. After of training, the owners of the guest houses made repairs to the premises, issued the houses style, rebuilt showers and toilets, began to develop a menu for the arrival of guests, which allowed not only to increase the flow of tourists, but also increased the income of the owners. In 2009. Ltd "Tabiati Farish" became one of the participants of the Workshop in Tashkent, within the framework of which it was a round table was held with tour operators of the republic, and in 2010. at the International Fair tourism in Tashkent at the stand "Jizzakh region" they were able to present their holistic travel product. Today, guest houses work effectively on receiving foreign tourists. With the support of the Representative Office of dvv international and participation volunteers of GesellschaftfürInternationaleZusammenarbeit (GIZ) on the basis of the LLC take courses English, funds have been allocated to support the site, two founders are preparing to pass course on the basics of tour operator activities in the Republican Scientific and Educational Consulting Center (RNUKTs) at the NC "Uzbektourism".
