Global Climate Change Act of 2002. The Chairman, through

the Committee, shall also submit revised implementation

SEC. 1335. INTEGRATED PROGRAM OFFICE.

Section 105 (15 U.S.C. 2935) is amended—

(1) by redesignating subsections (a), (b), and (c)

cate funds for, partnership projects that address

SEC. 1345. NATIONAL CLIMATE SERVICE PLAN.

The Act (15 U.S.C. 2901 et seq.) is amended by insert-
20
ing after section 5 the following:

‘‘SEC. 6. NATIONAL CLIMATE SERVICE PLAN.
22
‘‘Within 1 year after the date of enactment of the Glob-
23
al Climate Change Act of 2002, the Secretary of Commerce
24
shall submit to the Senate Committee on Commerce,

Science, and Transportation and the House Science Com-
1
mittee a plan of action for a National Climate Service
2
under the National Climate Program. The plan shall set
3
forth recommendations and funding estimates for—
4
‘‘(1) a national center for operational climate
5
monitoring and predicting with the functional capac-
6
ity to monitor and adjust observing systems as nec-
7
essary to reduce bias;
8
‘‘(2) the design, deployment, and operation of an
9
adequate national climate observing system that
10
builds upon existing environmental monitoring sys-
11
tems and closes gaps in coverage by existing systems;
12
‘‘(3) the establishment of a national coordinated
13
modeling strategy, including a national climate mod-
14
eling center to provide a dedicated capability for cli-
15
mate modeling and a regular schedule of projections
16
on a long- and short-term time schedule and at a
17
range of spatial scales;
18
‘‘(4) improvements in modeling and assessment
19
capabilities needed to integrate information to predict
20
regional and local climate changes and impacts;
21
‘‘(5) in coordination with the private sector, im-
22
proving the capacity to assess the impacts of pre-
23
dicted and projected climate changes and variations;

‘‘(6) a program for long-term stewardship, qual-
1
ity control, development of relevant climate products,
2
and efficient access to all relevant climate data, prod-
3
ucts, and critical model simulations; and
4
‘‘(7) mechanisms to coordinate among Federal
5
agencies, State, and local government entities and the
6
academic community to ensure timely and full shar-
7
ing and dissemination of climate information and
8
services, both domestically and internationally.’’.

SEC. 1346. INTERNATIONAL PACIFIC RESEARCH AND CO-
10
OPERATION.
11
The Secretary of Commerce, in cooperation with the
12
Administrator of the National Aeronautics and Space Ad-
13
ministration, shall conduct international research in the
14
Pacific region that will increase understanding of the na-
15
ture and predictability of climate variability in the Asia-
16
Pacific sector, including regional aspects of global environ-
17
mental change. Such research activities shall be conducted
18
in cooperation with other nations of the region. There are
19
authorized to be appropriated for purposes of this section
20
$1,500,000 to the National Oceanic and Atmospheric Ad-
21
ministration, $1,500,000 to the National Aeronautics and
22
Space Administration, and $500,000 for the Pacific ENSO
23
Applications Center.

SEC. 1347. REPORTING ON TRENDS.

.—The Secretary of Commerce, in coordination
3
with relevant Federal agencies, shall, as part of the Na-
4
tional Climate Service, establish an atmospheric moni-
5
toring and verification program utilizing aircraft, satellite,
6
ground sensors, and modeling capabilities to monitor, meas-
7
ure, and verify atmospheric greenhouse gas levels, dates,
8
and emissions. Where feasible, the program shall measure
9
emissions from identified sources participating in the re-
10
porting system for verification purposes. The program shall
11
use measurements and standards that are consistent with
12
those utilized in the greenhouse gas measurement and re-
13
porting system established under subsection (a) and the reg-
14
istry established under section 1102.
15
(b) A

EPORTING
.—The Secretary of Commerce
16
shall issue an annual report that identifies greenhouse emis-
17
sions and trends on a local, regional, and national level.
18
The report shall also identify emissions or reductions attrib-
19
utable to individual or multiple sources covered by the
20
greenhouse gas measurement and reporting system estab-
21
lished under section 1102.

SEC. 1349. ABRUPT CLIMATE CHANGE RESEARCH.

ENERAL
.—The Secretary of Commerce,
6
through the National Oceanic and Atmospheric Adminis-
7
tration, shall carry out a program of scientific research on
8
potential abrupt climate change designed—
9
(1) to develop a global array of terrestrial and
10
oceanographic indicators of paleoclimate in order suf-
11
ficiently to identify and describe past instances of ab-
12
rupt climate change;
13
(2) to improve understanding of thresholds and
14
nonlinearities in geophysical systems related to the
15
mechanisms of abrupt climate change;
16
(3) to incorporate these mechanisms into ad-
17
vanced geophysical models of climate change; and
18
(4) to test the output of these models against an
19
improved global array of records of past abrupt cli-
20
mate changes.
