Earlier in the world there were natural disasters, people died, the economies of other countries 
suffered enormous damage. All this was too far away and seemed, of course, terrible, but unsteady. 
The spring of 2020 took away the idea that this will not happen to us. If you have not yet experienced 
the crisis of a pandemic, then the crisis of a national tragedy cannot be realized. 
It should be noted that the Sovid-19 epidemic, which reshaped our feelings, beliefs and 
actions, also changed our attitude to politics. Now the individual model feels the need for a new social 
environment that envisages the health of the people around us as well. 
In this process, life itself shows that limiting ourselves to our own narrow circle is not enough 
for our quality of life. Now the world of medical staff, workers, couriers and staff is also important 
to us. This demand, characterized by collective health care, encourages unification under common 
benefits. 
The Association of Volunteers of Uzbekistan was established in December 2020 as a result of 
the development of civic initiatives during the pandemic, support for humanity, kindness, tolerance 
and solidarity. 
Today, there are large professional volunteer organizations in more than 80 countries. The 
volunteer sector is an important component of the socio-economic development of society. 
In order to further support volunteering in Uzbekistan, the Law “On Volunteering” was 
adopted. 
According to it, volunteering can help the poor, large families, the homeless, care for the sick, 
disabled people, the elderly, assistance in organizing sports, cultural and other events, as well as 
charitable work in other ways [25]. 
Actively contributing to the fight against global pandemics and various natural disasters and 
emergencies, overcome the effects, comprehensive support of people who are in a difficult situation, 
raising the level of work in this area to the level of the nationwide movement, strengthening the 
atmosphere of peace, friendship and harmony in our society,the “Mehr-Sakhovat” (“Kind-Virtue”) 
badge has been established in Uzbekistan in order to reward our compatriots who are participating in 
the event, who are exemplary with their generous sponsorship and good deeds. 
Citizens of the Republic of Uzbekistan with the badge “Mekhr-Sakhovat”: 
• demonstrated courage and bravery in the fight against the threats posed by the country during 
the coronavirus pandemic, as well as in the test days of various natural disasters and emergencies; 
• Our generous and noble people continue the great historical and spiritual values, national 
traditions, glorifying such high qualities as kindness, generosity and nobility; 
• proper and impartial allocation of charitable and generous funds, initiativeness to provide 
timely assistance to people who are in a difficult situation; 
• activity in strengthening the environment of peace, unity and mutual understanding in today's 
complex and difficult society; 
• rewarded for being a special example to many with his generous sponsorship and good deeds 
[26]. 
In the condition of a pandemic, it is important to emphasize the cooperation of state and civil 
society institutions based on the principles of social partnership [27, - P.5876-5878]. 
During the pandemic, there were many examples of compassion and empathy. It was noted 
that billionaires from the Forbes list are sharing their capital to overcome the pandemic with varying 
degrees of generosity. 
As the coronavirus pandemic spreads across the globe, billionaires are donating money to 
fight the disease. However, some give more than others. For example, the richest man in the world, 
Jeff Bezos, donated only 0.07% of his fortune. Most of the more than two thousand billionaires in the 
world are just planning to make donations or do not want to disclose how much they spent. But at 
least 77 of them have definitely decided to share their money during this difficult time. Of these, 54 
have disclosed at least part of their donations. Another 23 billionaires, such as Alibaba co-founder 
Joseph Tsai (fortune, according to ForbesReal-Time, $11.1 billion), donated unspecified amounts to 
charity or provided assistance in the form of medical devices or equipment, the cost of which Forbes 
could not estimate. Twitter founder Jack Dorsey gave it a quarter of his money.
