Accommodation

  • During 2018-2022 the number of hotels in Khorezm grew by almost 260%. Khiva absorbed most of this growth. The region has only 5% of Uzbekistan‘s accommodation establishments, and 7% of the country’s total room capacity.
  • An accommodation certification and classification scheme has been in place in Uzbekistan since 2018. The grading scheme is applied voluntarily and not all accommodation is inspected.
  • A lack of clarity regarding accommodation typologies, no clear definitions. Many categories of accommodation are not covered by existing regulations e.g. campsites, homestays and ecotourism lodges.
  • Foreign visitors primarily use hotels, and domestic visitors stay in guest houses. Variable quality of accommodation.
  • Average annual occupancy rates are low, around 40%. Seasonality issues impact heavily on the availability of the accommodation sector.
  • Environmental and sustainability criteria have not been applied despite cirtical issues such as water shortages.

Human Resources

  • Skill levels in the sector are often low and there is anecdotal evidence of labour shortages.
  • Employment within the sector, particularly in vocational trades, is seen as highly seasonal, low paid and unattractive.
  • The Ministry of Culture and Tourism is charged with training and skills development in the sector and appears to stress tertiary education while paying little attention to vocational training. This is evidenced by the stress on the activities of the new University of the Silk Road.
  • There is no clear picture of a detailed breakdown of employment in the sector and the skills needs. As a consequence there is no training strategy for the sector
  • Within government there is evidence of skills miss-match with employees that have no tourism experience or training being employed

Situation Analysis: Key Issues

  • Environmental and sustainability concerns. Disaster risk: flooding events (Amu Darya), drought and dust storms (Aral Sea and region-wide).
  • Coordination of tourism projects and activities in Khorezm region and South Karakalpakstan.
  • The need to promote ecotourism and sustainable development.
  • Strengthening the Khorezm and South Karakalpakstan regional economic corridor (accessibility, transport, utilities, economic development and agricultural transition).
  • Weak marketing and insufficient digital technology utilization.
  • Poor quality of tourism services and providers with insufficient skills and need for training.
  • A lack of diversified tourism products and services.
  • Insufficient regional tourism statistics and visitor information at the regional level.
  • Need for support for the PPP and private sector investment environment.
