Efficiency Item Highly Efficient Efficient Less than Efficient Inefficient TCR Rating TCRV Rating IED Rationale The TA’s financing amount was $1.5 million, of which only $450,864 (about 30%) was disbursed. The TA’s implementation period was extended from 30 months to a total of 60 months due to several delays related to the government’s introduction of changes in the rules for deployment of experts. Also, the consultancy firm was engaged in February 2016—almost 13 months after the TA signing in January 2015—but could only begin work in February 2017 (or 4 months nearing the original TA completion date). During implementation, the scope of the consulting firm’s inputs was reduced, which affected the delivery of the planned outputs. Two PPP experts withdrew early on in mobilization and replacements could not be found; consequently, the work in northeastern state and a central agency could not go forward. At the end of the TA completion period, only 92.8 person-months instead of the planned 180 person-months of national consulting services from the firm were utilized. The changes during TA implementation were as follows: (i) a memo request (dated 23 February 2017) for the extension of TA by 2 years from 30 June 2017 to 30 June 2019 to offset earlier delays in mobilization of consultants due to changes in DEA guidelines; 5 (ii) a post-facto request (dated 23 November 2018) to extend the consultancy contract by 24 months from 30 June 2017 to 30 June 2019; and (iii) a memo request (dated 25 April 2019) for minor change in scope and implementation arrangements, and extension of TA completion date by 5.5 months, from 30 June 2019 to 14 December 2019. This involved clarifying specific deliverables under Output 4. The design and monitoring framework (DMF) was revised to reflect extended target dates, with more specific substantive changes to Output 4 indicators (4a and 4b). 6 Socioeconomic benefits from the TA were not significant as the TA results were not fully delivered, despite the time extension and changes in scope.
