Overall Rating Item Highly Successful Successful Less than Successful Unsuccessful TCR Rating TCRV Rating IED Rationale The TA was relevant given that despite the minor design deficiency, it was responsive to the government’s infrastructure development agenda as outlined in the Twelfth Five-Year Plan (2012–2017) and aligned with ADB’s country partnership strategy 2013–2017 for India. The TA was less than effective since the outcomes were not achieved and not all outputs were fully delivered. Finally, the TA was less than efficient given the extension of the implementation period by 30 months and a disbursement rate of only 30.1%. Socioeconomic benefits were insignificant. Overall, this validation assesses the TA less than successful. 4. SUSTAINABILITY Item Highly Likely Likely Less Likely Unlikely NA TCR Rating TCRV Rating IED Rationale According to the TA completion report (TCR), the government will continue to require outside technical expertise in the DEA PPP cell for the appraisal and evaluation of PPP projects since it is usually not available within the government. The TCR mentioned that DEA is continuing the establishment of 3P India, draft plan of which was prepared under this TA. Further, the South Asia Department shared during the interdepartmental commenting stage that the DEA PPP cell has received multi-year technical assistance of £10 million provided by the United Kingdom’s Foreign, Commonwealth and Development Office. This support is helping to continue key activities done under the TA, including support for setting up 3P India, which was considered as a sustainable model that would provide long-term support for PPPs. In addition, the DEA annual reports reflect the continuation of PPP enabling activities of DEA PPP cell. Taking everything together, this validation assesses the TA likely sustainable.
