No. 80-209] It shall be permissible for the Animal Control Officer to respond to requests for his/her services when notified through the Department of Public Safety that a request has been received. The agency requesting the assistance shall, at the conclusion of the assignment, be billed by the Department of Public Safety for an administrative fee of fifty dollars ($50) plus the hourly rate of the Animal Control Officer and shall include premium pay charges for request of services during non-standard working hours.
Any person violating any of the provisions of this Ordinance shall, upon conviction thereof, be liable for a fine not to exceed $500.00 or imprisonment in the County Jail for a term not exceeding ninety (90) days or both. 8315 6-91

A. For the purpose of this chapter, the following term s shall have the m eaning given hereafter. The word “shall” is always m andatory and not m erely discretionary. B. As used herein, the following term s shall have the m eanings indicated: DOM ESTIC SEW AGE - waste and wastewater from hum ans or household operations. ILLICIT CONNECTION - any physical or non-physical connection that discharges dom estic sewage, non-contact cooling water, process wastewater, or other industrial waste (other than storm water) to the m unicipal separate storm water system operated by East Brunswick Township, unless that discharge is authorized under a NJPDES perm it other than the Tier A Municipal Storm water General Perm it. Non-physical connections m ay include, but are not lim ited to, leaks, flows or overflows into the m unicipal separate storm sewer system . INDUSTRIAL W ASTE - non-dom estic waste, including, but not lim ited to, those pollutants regulated under Section 307(a), (b), or (c) of the Federal Clean W ater Act (33 U.S.C. 1317(a), (b), (c).

STORM W ATER - water resulting from precipitation (including rain and snow) that runs off the land’s surface, is transm itted to the subsurface, is captured by separate storm sewers or other sewerage or drainage facilities, or is conveyed by snow rem oval equipm ent.
No person shall discharge or cause to be discharged through an illicit connection to the m unicipal separate storm sewer system operated by the Township of East Brunswick any dom estic sewage, non-contact cooling water, process wastewater, or other industrial waste (other than storm water).
No person shall throw, spill, dum p, cast, track or deposit or cause to be thrown, spilled, dum ped, cast, tracked or deposited any m ud, dirt or other foreign m atter, m aterials or liquid on or along any public street or highway in the Township of East Brunswick. No person shall throw, spill, dum p, cast or deposit or cause or perm it to be thrown, spilled, dum ped, cast or deposited any brush, weeds, dead and dying trees, stum ps, roots, obnoxious growth, filth, garbage, trash, junk, debris or other waste m aterials on any lands or on or along any public street or highway in the T ownship of East Brunswick except in a duly licensed disposal area or junkyard. No person shall allow any m ud, dirt, brush, weeds, dead and dying trees, stum ps, roots, obnoxious growth, filth, garbage, trash, junk, debris, liquid or other waste m aterials to rem ain on their prem ises, even if a person or persons other than the owner of the prem ises was responsible for placing such item s there. No. 05-18] This chapter shall be enforced in Municipal Court upon a com plaint signed by the Code Enforcem ent Officer, the Board of Health, the Departm ent of Parks and Public W orks or the Public Safety Departm ent of the Township of East Brunswick. Further, if a com plaint has been signed and issued, and the Township prevails against the violator, the responsibility for com pliance shall lie with the violator. If the violator does not correct the violation the Township shall take action to protect the general health of the public and the cost of such actions shall be processed as a lien against the property and in accordance with law. 8802 3-06

W hen there exists in the Township of East Brunswick a state of disaster or em ergency brought about by natural causes or by the action of any person or persons and such state of disaster or em ergency causes or m ay cause violence and injury to be inflicted upon people in the Township of East Brunswick and causes or m ay cause dam age and destruction to property in the Township of East Brunswick, both public and private, all being against the health, safety and welfare of the people of the Township of East Brunswick, then and in that event the Mayor shall have the authority to declare that a state of disaster or em ergency exists, and he shall have the authority and be em powered to do the following: A. Issue orders of proclam ations regulating the hours during which persons shall be prohibited from rem aining upon the public streets, ways and places in the Township of East Brunswick. B. Issue orders or proclam ations regulating the hours during which vehicular traffic shall be prohibited or restricted from traveling over the streets in the Township of East Brunswick. C. Issue orders or proclam ations regulating the hours during which all businesses licensed by the Township of East Brunswick to dispense in any way alcoholic beverages shall be closed to business. D. Issue orders or proclam ations regulating the hours during which all sales of gasoline by gasoline service stations or firearm s or am m unition by any retail business establishm ents in the Township of East Brunswick shall be closed to business.
The Mayor, upon declaring that a state of disaster or em ergency exists in the Township of East Brunswick, shall forthwith advise any newspaper and radio station located within the County of Middlesex and request that the announced state of disaster or em ergency be publicized at once. 9301

The judgm ent of the Mayor that a state of disaster or em ergency exists within the Township of East Brunswick and that it has caused or is likely to cause injury and dam age to person and property within the Township of East Brunswick shall be final and absolute. & 93-4. Prohibited acts. After the Mayor has declared that a state of disaster or em ergency exists in the Township of East Brunswick and has issued an order or proclam ation regulating the m ovem ents of persons or vehicles in or about the Township of East Brunswick, or the dispensing by licensed persons of alcoholic beverages therein, or the sale of gasoline by gasoline service stations or firearm s or am m unition by any retail business establishm ents in the Township of East Brunswick, it shall be unlawful and a violation of this chapter for any person to be upon the streets, ways or places in the Township of East Brunswick, to drive vehicles over the streets in the Township of East Brunswick, to dispense alcoholic beverages or to sell gasoline at any gasoline service stations or firearm s or am m unition at any retail business establishm ents during the hours prohibited by said order or proclam ation, unless otherwise perm itted by the Township of East Brunswick.

No person shall resist, obstruct or interfere with any township officer, including any police officer, park ranger or m em ber of a fire com pany or first aid squad, in the perform ance of his or her duty, nor shall any person disobey the lawful orders or instructions of any such officer or, without good reason, refuse or neglect to assist him or her in the perform ance of his or her duty when requested to do so.
A. No person shall drive any vehicle over a fire hose except upon the specific perm ission or orders of the officer in charge where the hose is being used. B. No person shall park any vehicle or otherwise cause any obstruction to be placed on or within twenty (20) feet of the driveway approach of any firehouse or other place where fire apparatus is then stored or within ten (10) feet of any fire hydrant. C. No unauthorized person with any vehicle shall follow within two hundred (200) feet of any fire or rescue apparatus. & 96-3. False alarms prohibited. No person shall knowingly turn in or cause to be turned in a false fire alarm . & 96-4. Unauthorized opening of fire hyrdrants prohibited. No. 89-6] The Township of East Brunswick recognizes the right to farm , subject to the provisions of the Zoning Ordinance, and subject also to the restrictions and regulations which m ay affect farm ing and agriculture, as set forth in all health and sanitary codes of the Federal Governm ent, the State of New Jersey, the County of Middlesex and the Township of East Brunswick.
The right to farm as it is used in this section includes the use of large irrigation pum ps and equipm ent, serial and ground seeding and spraying, large tractors, num erous farm laborers and the application of chem ical fertilizers and products for the control and elim ination of insects, pests, weeds, fungus and other substances injurious to the farm ing process or for the purpose of producing from the land agricultural products, such as vegetables, grains, hay, fruits, fibers, potatoes, wood, trees, plants, shrubs, flowers and seeds. This right to farm shall also include the right to use land for grazing by anim als, subject to the restrictions contained elsewhere in this Code for raising livestock. & 99-3. Regulation of Hours. The foregoing uses and activities perm itted in the Rural Preservation Zone, when reasonable and necessary for the particular farm ing, livestock or fowl production, and when conducted in accordance with generally accepted agricultural practices as the sam e m ay be determ ined and prom ulgated, from tim e to tim e, by the Rutgers University School of Agriculture, m ay occur on holidays, Sundays and weekdays, and the odors, dust and fum es that are caused by the farm ing activities are specifically perm itted as part of the exercise of the right to farm in the Rural Preservation Zone.
It is expressly found that whatever tem porary inconveniences m ay be caused to others by such uses and activities so conducted, they are m ore than offset by the benefits from farm ing to the neighborhood and com m unity and to society in general, by the preservation and continuance of farm ing operations in East Brunswick Township and in New Jersey as a source of agricultural products for this and future generations. 9901 6-89
