INTRODUCTION
The future of our planet depends on how our children grow up to be human beings. Our main task is to create the necessary conditions for young people to show their low potential.

Technology can also prompt pedagogical change and address issues that affect learning, teaching and social organization. Technology can therefore be seen as both a tool and a catalyst for change. Students should embrace technology for them to benefit and teachers should be open to introducing technology into the classroom to improve and innovate their teaching practice.
To this end, the Agency for the Promotion of Foreign Languages ​​will be established under the Cabinet of Ministers.
The Agency implements world-class teaching methods, programs and textbooks in the education system and promotes the perfect mastery of foreign languages. Organizes the teaching of at least 10 foreign languages, depending on the needs of educational institutions, industries and regions.
It will also work with ministries, agencies and other employers to develop and adapt methodologies that enable employees to fully practice their profession in foreign languages.
One of its main tasks is to create methods of professional translation from the state language into foreign languages ​​and from foreign languages ​​into the state language.
The agency also maintains a foreign language proficiency rating. Develops qualification requirements and assessment criteria for foreign language teachers and assigns qualification categories.
In short, the Agency develops and implements methodologies, recommendations and textbooks for all segments of the population through the chain "kindergarten - school - higher education - enterprise".
Tashkent State University of World Languages ​​and Oriental Studies, along with the Samarkand Institute of Foreign Languages, has one university in each region as a base institution for foreign languages.
The head of state stressed the need to create decent conditions for teachers and encourage them based on their qualifications.
Teachers with an initial or intermediate level of international certification will receive a 40 percent increase in their monthly salary, and those with high results will receive a 50 percent increase.
The concept of speech and its development. Speech is a type of human activity that uses thinking based on titles (words, phrases, sentences). Speech serves the function of communication and communication, the emotional expression of ideas and the ability to influence others.
Well-developed speech serves as one of the most important means of one’s active activity in society. For the student, speech is a tool for successful school learning.
What is speech development? If we consider the student and his work on the language, then speech development is the active practical mastery of the language in all its aspects (pronunciation, vocabulary, syntactic structure, connected speech). If the teacher is involved, speech development is the use of methods and techniques to help students actively master the pronunciation, vocabulary, syntactic structure, and related speech of a language.
There are a number of conditions that must be met for a speech activity to develop students’ speech:
1. A person must have a requirement for speech to occur. The methodological requirement for developing students’ speech is to create a situation in which the student is able to express his or her thoughts, oral and written expressions, and needs.
2. Every speech should have content and material. The more complete, rich, and valuable this material is, the more meaningful its description will be.
3. An idea is intelligible only if it is expressed in words, phrases, sentences, speech conversations that the listener understands. Therefore, the third condition for successful speech development is to equip speech with language tools.
There are a number of aspects of speech acquisition. These are:
1. Mastering the norms of literary language.
2. Acquire important speaking skills for every member of our community, such as reading and writing.
3. Improving students’ speaking skills.
There are three main areas of speech development: 1) word processing; 2) work on phrases and sentences; 3) Work on related speech.
Lexicology (along with phraseology and stylistics), morphology, and syntax serve as linguistic bases for working on words, phrases, and sentences; and connected speech is based on logic, literature, and complex syntactic whole linguistics.
Consistency in speech development is ensured by the implementation of four conditions: the consistency, perspective, diversity of exercises, the ability to subordinate different types of exercises to a common goal.12
