The main tasks in the development of the educational system Difficulties in introducing modern information technologies TECHNOLOGIES IN EDUCATION 1. Possibilities of information technologies in ensuring the quality of education In the "National Program of Personnel Training" of the Republic of Uzbekistan, a number of important tasks are set before the higher education system. In particular, individualization of independent learning , development and mastering of distance education system technology, its tools, new pedagogic and information technologies, acceleration of student training using the modular system of preparation are among such urgent tasks. The need to eliminate the existing inconsistency between the current level of science, technology and technology development and the process of improving the professional training of future teachers is becoming more urgent due to the insufficient introduction of modern pedagogical and information technologies in the higher education system. Current innovations in science and technology require their rapid inclusion in the content of educational programs and textbooks, thereby creating the basis for the formation of modern knowledge of students. The introduction of modern teaching technologies and various methodical approaches , in turn, create favorable conditions for the relatively easy and solid formation of many fundamental skills in students. It is known that today, when science and technology are developing rapidly, the amount of scientific knowledge, concepts , ideas and information is increasing dramatically. On the one hand, this ensures the formation of new departments and fields of science and technology, and on the other hand, it requires the acceleration of the integration process, breaking the prevailing boundaries between the sciences. The fact that the processes of differentiation and specialization "experienced" by the educational fields are not sufficiently reflected in teaching also causes certain problems in today's higher education system. In particular, there is a disconnection between the content of education and the reflection of accumulated rich scientific information in it. For this reason , it is necessary to review the principles of improving teaching and teaching materials . To eliminate such problems, it is appropriate to introduce and use modern pedagogical and information technologies in the educational process. It is necessary that the modern education system should have a person-oriented character, that is, it should be differentiated, paying attention to various characteristics and qualities of the person. For this reason, it is necessary to replace the teacher-textbook-student paradigm of education with the student-textbook-teacher paradigm. Modern pedagogic staff has a new status, and its task should first of all be focused on the organization of students' independent learning activities, independent acquisition of knowledge and formation of the skills of applying them in practice. In the process of realizing these goals, the teacher should choose teaching methods and technologies in such a way that they not only help students to acquire ready-made knowledge , but at the same time, allow them to independently acquire knowledge from various sources, form a personal point of view, and justify it . it should also be a means for them to acquire the skills of using the acquired knowledge to acquire new knowledge. Such training can also be called developmental. The diversity of form and content allows students to choose from the cases offered based on their interest, ability, and personality. Such an opportunity should be reflected in the education system. It can be said that multi-level education can be a solution to this problem. Currently, the organization of educational activities requires the student to calculate both with the complex of daily subjects and with the complex of tasks given for them. This creates many problems in practice. In such conditions, students cannot fully focus on any subject (which they are very interested in). In these cases, in our opinion, modular training is the best solution. In the theory of teaching, new pedagogical and information technologies cannot be separated from each other , because the widespread introduction of new pedagogical technologies changes the educational paradigm, and only modern information technologies ensure the effective use of the possibilities of new pedagogical technologies. Information technology in education is a set of forms, methods, methods and means of theoretically based educational process, which allows to achieve educational goals. In this, it relies on appropriate scientific modeling (projecting) , in this process, these goals are given in the same sense, and the possibility of objectively step-by-step measurement and evaluation of the student's personal characteristics and qualities at a certain stage of his development is preserved. "Information technology" is a concept that interacts with scientific issues in any pedagogical system. However, if the scientific problem represents the goals of education and training, then information technology represents the ways of education and training, the means of achieving them. In this process, in the structure of the scientific problem, the defined qualities of students that need to be formed and developed in certain conditions participate as educational goals, which in general determines the specific nature of the educational content. In order to organize and implement information technologies in education, it is possible to use a generalized drawing of the algorithm of operation. It includes several stages of education and training: goal setting (formation of ideas about educational and educational goals); implementation (implementation of teaching-education methods, methods and tools in the intended sequence); control and correction. Each information technology also uses a control algorithm, which consists of a system of rules for monitoring, controlling and correcting its operation in order to achieve the set goal. In order to achieve each of the specified teaching-educational goals, a strictly defined educational-educational activity management algorithm of pedagogues is used. This allows not only to evaluate the success of the educational process, but also to design the processes with the specified efficiency in advance. Selection and rational selection of methods, methods and means of educational interaction is involved as a specific task of information technology. It is they who should define the unique characteristics of each of them and reflect the existing conditions of pedagogical activity, personal characteristics of the pedagogue and his pedagogical experience. The issue of elucidating and identifying (diagnosing) the student's personal characteristics is a more responsible task of information technology. For these purposes, it is possible to use the selected concept for the mental (psychological) structure of the person (for example, mental processes, learning and characteristics) at all stages of the educational process. However, it is necessary to explain (interpret) the qualities themselves in the concepts of appropriate determination (diagnosis), which must comply with a number of conditions. The most important of them are: • unequivocal accuracy, which ensures that a certain quality is clearly distinguished from others; availability of appropriate tools to determine the quality evaluated in the process of identification (diagnosis) ; • the ability to determine different levels of formation and qualities on a reliable scale of personal quality dimensions. The described general approach to understanding the essence of information technology in education allows us to draw a conclusion about its sufficient complexity. It will have such unexpected results in pedagogical practice that it will give an opportunity to speak about giving new qualities to the whole educational process. 1. Teaching and training in education will have a holistic character in the conditions of implementation of a certain technology. It is difficult to divide it into separate educational or educational departments, to implement it in the form of a set of separate methods or the sequential formation of personal characteristics and qualities that are not related to each other. Education within a certain technology has complex features. 2. Taking into account the first, the introduction of only special technological approaches to educational activity should be decided after careful consideration. 3. There are common stages for all users of a particular information technology that must be passed on the way to the formation of a well-rounded and well-developed personality. The idea of technologicalization of pedagogical processes, introduction of modern information technologies into them is to make them manageable: not by "something and somehow", but by achieving guaranteed success. According to the main idea, the teacher of any level achieves the given results based on the technological processing of educational materials, which determines his actions from the goal to the evaluation of results. On the other hand , the presence of the human factor in the pedagogical process complicates the technological calculation. Opponents of technology say that teaching, and also education, cannot be done without personality, relationships, and emotions. Naturally, science is looking for ways to resolve the contradiction between technology and the individual in the educational process. The concept of the educational process, along with the concepts of teaching and educational technologies, is part of methodological knowledge , or in its scientific analysis and practical organization, knowledge of educational systems, legality, systematic and technological approaches in pedagogy is combined. Why is it necessary to create a theoretical basis for the introduction of information technologies and put them into practice today? First, the traditional teaching system can be said to be characterized as "informed teaching" due to its reliance on written and spoken words , since the student's activity is not only as an organizer of the learning process, rather, it is being evaluated noting that it is becoming a source of authoritative knowledge. Secondly, at the developing stage of scientific and technical development, the sharp increase in information and the limitation of time for using it in the teaching process, as well as the requirements for perfect preparation of young people for life, require the introduction of new technologies into the educational system. The fundamental changes taking place in the educational fields of our country require revitalization of the field of didactics in every educational institution , and the path to the introduction of innovation is always complicated and long. It is safe to say that new information technologies will become the main source of didactic innovation in the coming years. The main features of the educational process are its integrity, systematicity, periodicity and technology. Integrity means the inseparable unity of the processes of education and training, as well as the processes of development and formation of a person. Education and training, although science distinguishes them , are related to each other and have a lot in common. The content of teaching is mainly scientific knowledge about the world. Norms, rules, and values prevail in the content of education. Teaching mainly affects intelligence, education has become primarily a consumer-evidence area of the individual. Both processes affect the mind and behavior of the individual and lead to its development. Despite how close they are, these are specific processes, and science considers them separately in the theory of education and didactics. In this way, the methodological principle and the integrity of the entire pedagogical process, which are considered especially relevant in modern conditions, are ensured. The educational process and the educational system are also common, because the processes consist of the properties of the systems. It can be said that educational processes are a series of changes in the state of the educational system. A systematic review of the educational process represents the structure of the system and the process, as well as the relationship between them. This helps to understand the unique characteristics and essence of each of them , and how they change as a result of the influence of one on another.
