The process of teaching quality monitoring basically consists of three 
logically-related steps: 
evaluation stage – observation of the performance of the requirements of 
state educational standards, identification of the factors influencing on them, and 
recording the results; 
analysis stage – the results of the observation and evaluation are 
summarized, analytical information about the situation is prepared, and 
recommendations to fill identified gaps are worked out; 
correction and prediction stage – at this stage, work is done on the 
identified gaps in pupils’ knowledge and skills, as well as the factors affecting the 
quality of education. In this process, various forms of activities are used on the 
basis of the pedagogy of cooperation and logframe technology. 
The most important aspect of teaching quality monitoring is considered its 
correction (correcting and developing) feature. If the above process is continuously 
continued, a positive change occurs in the dynamics of the quality of education. 
The model of teaching quality monitoring in the secondary education system 
consists of the relationship of several interconnected, at the same time, independent 
pedagogical processes and categories (Figure 2).

Internal monitoring is carried out by the monitoring group directly organized 
in educational institution. All classes and subjects are covered by the monitoring 
process during the school year. 
Fairness, objectivity, physiological and physiological features, openness
accuracy, equality, scientific and methodological substantiation can be indicated as 
the principles of teaching quality monitoring. 
During the teaching quality monitoring, the execution of the following social 
orders is studied and analysed: a) assessment of the quality of training personnel, 
requirements for the selection of educational content, necessary level of pupils’ 
preparedness, skills requirements for school leavers, necessary size of the 
academic load, activity of educational establishments and quality of training 
personnel; b) identification of the level of formation of pupils’ knowledge, skills 
and competences in secondary school subjects and the factors influencing them on 
the basis of the requirements of state educational standards intended for secondary 
school education; c) introduction of modern advanced forms of education, new 
pedagogical and information technologies, effective forms and methods of spiritual 
and educational training into the educational process; d) inculcation in youths the 
ideas of maintenance of peace and stability and national independence aimed at the 
progress of the country and welfare of the people; e) the state of efficient use of the 
new generation of textbooks and teaching aids in educational establishments; f) the 
possibilities of effective use of material and technical base of educational 
establishments; g) systematic improvement of professional development of 
teachers and organization of their retraining; h) systemic evaluation of education, 
its results and level of pupils’ knowledge, as well as introducing into practice the 
normative bases defining the relevant requirements for control over the quality of 
educational activities; i) the formation of such skills in pupils as independent 
thinking, active citizenship, initiative, ability to use rationally the media resources, 
information and communication technologies, conscious choice of profession, as 
well as general cultural skills is realised through the provision, control, evaluation 
and management of the education quality.
