returns. If they discover an error in a prior year tax return, they
will advise the client to correct the return. This review service
can often result in a refund, since individual preparers often
overlook deductions.
The IRS can impose various penalties against preparers who
violate prescribed acts and procedures. Statutory penalties may
be levied on tax return preparers for procedural failures such as
not providing a copy of the return to the taxpayer, not signing
the return as preparer, and not keeping copies of returns. More
severe penalties await tax return preparers who understate tax
liability based on an unrealistic position, willfully attempt to
understate tax, or fail to exercise due diligence in determining
eligibility for the earned income credit or the amount. 
The IRS has recently made strong and positive steps to
improve its manuals, forms, procedures, and customer service.
The tax code is now simpler in terms of the more straightfor-
ward individual taxpayer issues. For businesses, though, tax
matters still need close attention. When you weigh the dollar
saved in taxes against the multiples of effort to earn a dollar in
sales, managing affairs so as to pay the legal minimum tax
makes good business sense.

Enrolled Agents
Enrolled agents (EAs) are a well-kept secret. EAs are individu-
als licensed by the federal government to represent taxpayers
before the IRS.These tax advisors either have had at least five years’
relevant service with the IRS or have passed a comprehensive two-day
certification test on the tax code. In contrast, the two-day CPA exami-
nation has only a portion dedicated to tax questions. Also, some EAs
also have a business accounting background.
There are state EA associations that keep a list of EA members
