* The Auditor will carry out verification (Withdrawal applications, each expenditures and transactions incurred through all special accounts, statement of expenditures, reconciled bank statements and forecast of expenditures) before Project Account replenishment request is made, in order to verify and confirm that funds were utilized for eligible expenses as per the Istisna'a/Agency Agreements No.UZB-1001/1003/1004, Framework Agreement
No.UZB-1001/1003/1004 and Project Appraisal Document (PAD) and reflected fairly.

The primary objective of the audit engagement is to enable the auditor to express a professional opinion as to whether (i) the Project Financial Statements (PFS) show true and fair view of the Project’s financial position as fiscal year ending 31 December 2017, the fiscal year ending 31 December 2018, the fiscal year ending 31 December 2019 and the fiscal year ending 31 December 2020 and funds receipts and expenditures incurred during the period then ending. (ii) Expenditures reimbursed on basis of Statements of Expenditures are eligible to Bank financing and are reflected on the PFS, and for this purpose, the auditor shall carry out whatever necessary examinations of the statements and underlying records and control systems.

The Audit opinion should also state whether the Procurement Guidelines of the Islamic Development Bank have been properly applied and in accordance with the Project's Framework Agreement and Istisna’a and Istisna’a Agency Agreements for the 3 operations 2017, 2018, 2019 and 2020 years.

The PFS have been prepared in accordance with generally accepted accounting principles and practices, and give a true and fair view of the financial position of the Project as fiscal year ending 31 December 2017, the fiscal year ending 31 December 2018, the fiscal year ending 31 December 2019 and the fiscal year ending 31 December 2020 and resources and expenditures for the fiscal year then ending.
