The analysis of the modernization of the preschool education system in accordance with its 
quality revealed a number of contradictions between: 
 Lack of a number of rights and powers of preschool education institutions in the selection of 
methods and means to achieve socially defined goals, as well as a science-based mechanism 
for their implementation; 
 the need and expected results of quality education of the individual and society in the 
preschool educational institution, the requirements for creating conditions for meeting the 
requirements and the real state of real practice; 
 The practice of local influence on specific aspects of the educational process due to the need 
to use a creative approach to quality management in education and the lack of systematic 
vision of the object of quality management in the heads of preschool education institutions; 
 The need to establish the interaction of activities and development processes in order to 
ensure the required level of quality of education in preschool education, as well as to support 
the pedagogical systems of preschool education, mainly their potential and the results 
achieved. focus on conservation; 
 the need for an objective assessment of the quality of education and the insufficient 
development of appropriate assessment technologies; 
Mankind has gone through several periods in its development, each with its own characteristics. 
The relationship between the "man-man" and "man-nature" systems emerges as a priority sign 
that determines the specificity of this or that period of civilization development. 
The research work carried out in our country and abroad in the field of research, the analysis of 
experiments allowed us to recognize that the target functions of quality-oriented preschool 
education are: 
First, the health function is reflected in the organization and implementation of the process of 
physical and mental development of children, taking into account their age and personal 
characteristics, as well as aimed at maintaining the sustainable survival of the child's body in a 
clear ecological and social environment; 
The second developmental function is that the educational process is aimed at forming the basis 
of a "civilized person", which is "... the full development of the child's mental, spiritual and 
physical abilities" (Convention on the Rights of the Child, 29). Article) is fully connected with 
the provision of equal initial conditions for all children in development (UN Convention); 
Third - the corrective function is associated with the implementation of qualified correction of 
deficiencies in the physical and mental development of children; 
The fourth is the function of ensuring continuity in the transition of a child to a new stage of 
development. 
Principles aimed at ensuring the quality and effectiveness of the educational process in preschool 
education include: 
 the principle of ensuring the full development of the child in all major ways
 The principle of self-sufficiency of preschool education to realize the age and personal 
potential of the child; 
 The principle of practical organization of the educational process, which is based on the
